Career Grade SO1-PO5 = £34,434 - £41,771 per annum PLUS £5,000 Market Supplement (subject to qualification criteria and competency)
We are seeking a motivated and knowledgeable Registered Building Inspector to join our Local Authority’s Building Control team. You’ll join a busy team and play a key role in ensuring that building work across our borough complies with the relevant legislation and technical guidance documents. The service is working to QMS standards (accredited to ISO 9001 2015) for the provision of public sector building control and public protection.
Key Responsibilities
<ul>
<li>Assess building regulation applications, plans, and specifications.</li>
<li>Carry out site inspections to ensure compliance with building regulations and approved plans.</li>
<li>Liaise with architects, builders, and members of the public on building control matters.</li>
<li>Investigate dangerous structures and take appropriate enforcement action.</li>
<li>Work collaboratively with other agencies such as planning, environmental health, and fire safety colleagues.</li>
<li>Keep up to date with changes in legislation, codes of practice, and technical standards.</li>
</ul>
We are looking for someone with:
<ul>
<li>Registered Building Inspector minimum 2a (or evidence of working towards Registration) &nbsp;</li>
<li>A degree or equivalent qualification in Building Control, Construction, Surveying, or a related field.</li>
<li>Membership (or working towards) of RICS, CABE, or CIOB.</li>
<li>Strong knowledge of building regulations and construction practices.</li>
<li>Excellent communication and negotiation skills.</li>
<li>Ability to manage a varied caseload and meet deadlines.</li>

Pendle Borough Council is seeking a motivated and experienced Capital Works &amp; Compliance Officer to lead the delivery of capital investment programmes and oversee statutory compliance across a diverse property estate. You’ll manage projects from feasibility through to handover, ensuring schemes are delivered on time, within budget and in line with corporate and statutory requirements. Responsibilities include;
<ul>
<li>Lead the planning, procurement and delivery of capital works projects across Pendle Borough Council, Pendle Leisure Trust and externally funded programmes</li>
<li>Oversee statutory compliance across the property estate, including fire safety, asbestos, water hygiene, electrical safety and accessibility</li>
<li>Manage project budgets, financial forecasting and contract performance, ensuring delivery on time and within budget</li>
<li>Liaise with funding bodies, regulators, auditors and external partners to ensure compliance with grant conditions and corporate governance requirements</li>
<li>Engage with Members, senior managers, service leads and community stakeholders to present proposals, progress and risks clearly</li>
<li>Provide mentoring and guidance to apprentices and junior staff, building team capacity and resilience</li>
<li>Maintain risk registers, monitor performance and escalate issues to senior stakeholders where necessary</li>
<li>Ensure all works comply with statutory requirements, health and safety standards and industry best practice</li>
</ul>
This is a pivotal role, working closely with Members, senior managers, funding bodies and contractors. You’ll also play a key part in mentoring apprentices and junior staff, embedding professional standards and building future team capacity.
We’re looking for a qualified professional (degree/HNC/HND in building, construction or surveying discipline) with substantial experience in capital works and compliance programmes, strong financial and contract management skills, and excellent communication abilities.
