Job summary

The Life Events Data team within Population Statistics Directorate collects and processes civil registration data on births and deaths, and prepares it for analysis, often linked with other sources such as ONS Census data and health related administrative data. Analysts then produce national statistics and rapid response policy analysis using this data. The team also provide feeds of the civil registration data to the NHS and UK Heath Security Agency.

The Office for National Statistics (ONS) is the UK’s largest producer of official statistics, covering a range of key economic, social and demographic topics. These include measuring changes in the value of the UK economy, estimating the size, geographic distribution, and characteristics of the population, and providing indicators of price inflation, employment, earnings, crime, and migration.

Job description

As a Data Delivery Manager, you will play a key role in the coordination, production and delivery of high-quality health data and statistics that help shape understanding of the nation’s health. Working collaboratively across the Population Statistics Directorate, you will oversee the provision of bespoke data extracts, tabulations and responses to customer enquiries on a range of health topics, ensuring all data is shared in line with relevant legislation, governance frameworks and data-sharing agreements.

Reporting to the Head of the Analytical Health Data team within the Data, Quality and Design Division, you will build and maintain strong relationships with a wide range of internal and external stakeholders, both nationally and internationally. You will coordinate the delivery of data and statistics that contribute to important national and international publications, indicators and evidence-based decision-making, acting as a key point of contact for data delivery activities.

The role also involves leading responses to Freedom of Information (FOI) requests and official correspondence, ensuring enquiries are handled accurately, professionally and within legal timescales. You will take responsibility for drafting and coordinating legislative correspondence, providing expert advice and ensuring compliance with relevant policies and statutory requirements. This is an exciting opportunity to make a meaningful contribution to the production of trusted statistics and insights that support better understanding of health outcomes across the UK and beyond.

Key Responsibilities:

  • Develop and maintain an excellent working knowledge of ONS life events data that support the production of bespoke extracts and tabulations, adhering to disclosure and accessibility controls.
  • Develop and maintain knowledge of Data Access Agreements for our individual records outputs. Working with colleagues within the team to coordinate the production and delivery of these data.
  • Develop and maintain knowledge to jointly lead the production of national and international data deliveries. Providing collation and quality assurance of the outputs as required.
  • Regularly use packages such as R and SQL to perform basic coding.

  • Proven ability to use initiative and work proactively, managing changing priorities and tight deadlines while delivering results at pace.
  • An analytical approach to problem solving, with excellent attention to detail.
  • Ability to work collaboratively in small teams across the directorate, to share knowledge, drive and improve delivery, and enable timely project completion.
  • Ability to use SQL or R code to query datasets.

Visa Sponsorship:

ONS are unable to offer visa sponsorship for this role. Applicants are expected to hold a valid right to work in the UK when employment commences. If you are applying on a time-limited visa, this will need to be valid for at least 18 months.

Stage 1 - Civil Service Judgement Test

Upon submission of Part 1 your application form you will be sent an invitation to complete Civil Service Judgement Test online test.

There will be full instructions on how to complete each test including an opportunity to practice before undertaking the actual test. These tests are not time limited.

If you pass the test for this vacancy, you will be invited to complete the final stage of your application, this is where you will provide information such as your work history, skills and experience and Personal Statement.

If you fail a test your application will not proceed to the next stage.

Stage 2 – Application

The assessment process at the application stage will be based on your work history, skills, experience, and personal statement. It is important that your application is tailored to highlight the skills, knowledge, and experience relevant to the role.

A personal statement is required at application stage, the maximum wordcount allowed is 1250, which should not be exceeded. You should provide evidence for each essential skill criterion listed in the person specification. As these criteria are scored, it is advisable to give clear examples for each one, including the impact of your actions, ideally utilising the STAR technique (Situation, Task, Action, Result).

Please note that Success Profiles Behaviour examples are not required at this stage of the application process.

When a high volume of applications are received, the sift pass mark may be adjusted. Candidates will be invited to interview based on their merit order, with those achieving the highest scores being prioritised. Applicants who score below the adjusted pass mark but still pass will be placed on hold and may be invited to interview at a later date.

Stage 3 – Interview

If invited to interview, you will be assessed using techniques aligned with the Civil Service Success Profiles framework, covering all behaviours listed in the job advert.

You will be required to provide a 5 minute presentation at interview. The presentation topic will be emailed to candidates who have passed the initial online application stage, 1 week prior to interview. This presentation will assess candidates against the Success Profiles Behaviour: Changing and Improving.

Interviews will be held via Microsoft Teams.

Our main locations are Newport (South Wales) and Titchfield.

A reserve list may be held for a period up to 12 months from which further appointments may be made.
