Your role involves leading data quality initiatives, producing performance reports, and collaborating with various stakeholders to improve service outcomes.
The Person
We are looking for an individual with a degree in a relevant discipline and experience in performance management and research. You should possess excellent analytical, communication, and organizational skills, along with the ability to engage effectively across different service areas and drive innovative solutions. You will also need to have proven Power BI development skills and be an advanced MS Excel user. Experience building reports with Business Objects, working large housing data sets and completing statutory returns will be an advantage.

You will work together with IPO colleagues, partner organisations and/or suppliers to ensure that approaches and outcomes are fit for purpose by meeting business needs, user needs and IPO standards. You will act as a facilitator, communicator and problem solver to elicit and document requirements. You will also be modelling processes for use within the project and for post-implementation reference. You will be responsible for analysing existing and future ways of working, identifying options and assessing their impact. You must be able to build strong working relationships with both internal and external stakeholders at all levels, demonstrating good leadership and collaborative working skills.

Working Style
This role will be carried out in-line with IPO Hybrid working arrangements where staff are currently expected to spend at least 20% of their time working onsite from one of our offices. This role is based in our Newport&nbsp;Office.
&nbsp;The requirement for attendance at an office location can vary by role so we would encourage candidates to discuss working arrangements with the recruiting manager to agree a reasonable balance between working from home and the office.
Main duties consist of but are not limited to:

<li>Translate business problems and user needs into a set of detailed requirements</li>
<li>Document, critically review and model business processes and business rules</li>

Sefton Council is seeking to recruit a fixed term Data Analyst for two years to join its central Business Intelligence &amp; Performance Team, supporting data analysis and reporting for the Adult Social Care service.
Technical experience and practical ability to analyse and report data using MS Excel, T-SQL, and Microsoft Power BI, are pre-requisite essentials. Importantly, we are looking for someone with prior experience of local government and data analysis that includes Adult Social Care.
You will be required to analyse data from the Council’s Adult Social Care case management system, LiquidLogic (System C Software) and other data sources; assist with statutory government returns; produce monthly performance reports; and respond to ad-hoc requests for data. Experience of using the LiquidLogic and or ContrOCC systems is highly desirable. However, full training can be given. You will also need to demonstrate effective communication and interpersonal skills, to work closely with others in the Council’s Adult Social Care service area to help to drive data analysis and performance management.
We are looking for a candidate who is passionate about data and analytics and enjoys problem solving. A degree or equivalent in an analytical discipline such as Mathematics, Statistics, or equivalent practical experience would be advantageous.
