Job Description
OverviewThe London Borough of Harrow is seeking a Head of Delivery for Compliance, Repairs, Planned Investment, and Adaptations. This leadership role involves the strategic management of Harrow’s housing asset portfolio, ensuring that all properties are maintained and enhanced in accordance with current policies. The successful candidate will be responsible for delivering high-quality services to Council tenants and leaseholders, encompassing responsive repairs, planned maintenance, and a comprehensive capital programme. Additionally, the role includes overseeing the implementation of aids and adaptations, ensuring full compliance with Health and Safety regulations, and managing all related budgets effectively.
About You
The successful candidate will have:
- Experience of managing and delivering major works, cyclical and responsive repair and stock improvement programmes in residential housing.
- A track record of establishing and maintaining a strong performance culture including effective performance measures, the evaluation service quality and improving service delivery which meets the needs and expectations of customers.
- Strong track record of strategic management of contractors to deliver maintenance and capital works investment driving quality, value for money and resident satisfaction.
- A strong and highly motivated manager with energy and credibility who commands the confidence of Members, senior managers, colleagues, partners and stakeholders.
- Strategic thinker, able to develop strategy and initiate and evaluate changes in policy and procedures.
- Ability to understand the view of service users and to reflect this in IT service design and provision of repairs and maintenance, ensuring that Harrow Residents seamlessly experience the end-to-end processes involving Access Harrow, Client Teams and Contractors.
- Able to act both corporately and collaboratively.
- Strong personal commitment to resident engagement and satisfaction and to attend meetings in both evenings and occasionally weekends.
- A strong commitment to probity, honesty and openness, treating people consistently, fairly and with respect.
