About the Role 
 
As the External Funding Officer, you will be instrumental in helping Enfield Council grow and diversify its funding base. The role offers the opportunity to shape how the borough attracts and deploys funding to support transformative initiatives and deliver long-term value for our communities. 
 
You will take a proactive approach to identifying emerging funding opportunities, particularly from government, charitable, and regional sources, and work collaboratively with colleagues across the organisation to coordinate strategic responses. A key element of the role will be developing and maintaining an external funding pipeline—ensuring timely, relevant intelligence reaches senior officers and service leads. 
 
The successful candidate will: 
 
 - Lead on the preparation and submission of high-quality funding bids, ensuring alignment with Enfield’s strategic priorities. 
 - Provide expert advice and project management support to officers working on complex or high-value funding bids. 
 - Develop an overarching External Funding Strategy for the Council, promoting cross-departmental collaboration and oversight. 
 - Build and nurture relationships with key external stakeholders, including central government departments, funding agencies, voluntary and community sector partners, and regional organisations such as the GLA. 
 - Support a culture of shared learning and continuous improvement by establishing internal communities of practice around external funding. 
 
This is a varied, hands-on role that offers high visibility and strategic influence within the organisation. You’ll be a key enabler of innovation and social impact, ensuring that Enfield can effectively leverage external resources to support its ambitions and tackle the challenges ahead 
 
About You

 - A good understanding of the national and regional policy landscape and how this shapes funding priorities and opportunities for local authorities. 
 - Excellent research, analytical, and project coordination skills, with the ability to translate complex requirements into compelling funding proposals. 
 - Strong interpersonal and communication skills – you’ll need to work confidently with senior leaders, elected Members, external partners, and cross-departmental teams. 
 - The ability to work independently and manage competing priorities, demonstrating sound judgement and a solution-focused mindset.

As Deputy Section 151 Officer, you will support the statutory duties of the Strategic Director Finance, deputising in their absence to ensure the Council maintains the highest standards of financial governance, resilience, and accountability.
About the candidate
To be successful in this role, you will be a proactive finance leader who is CCAB, CIPFA, ACCA or CIMA qualified and have experience operating at a senior level within a finance function, preferably in a local government setting.
A strong understanding of financial systems, local government finance and treasury management is essential as well as the ability to inspire, empower, and motivate teams. You will also have a high degree of organisational and political awareness and the ability to influence and build strong relationships.

As a School Bursarial Service Senior Support Officer, you will:
Provide essential front-line support to schools in collecting, collating, maintaining, analysing and reporting on finance data, and monitoring outcomes in relation to schools’ financial performance.
Design and deliver impactful training session and assist the Head of Service in the development of the service, its systems and processes.
Support schools in producing and interpreting both financial and non-financial information, meeting statutory reporting requirements, forecasting, modelling and planning for the impact of internal and external risk factors and opportunities across all aspects of income and expenditure.
Provide strategic advice on funding streams, sustainable budget planning, benchmarking, financial efficiencies and deficit recovery planning.
Ensure continuous development so that our practice is of a high quality. We make ongoing improvements to our service, strengthening the way we work to increase levels of financial knowledge, sustainability and resilience within schools.
Collaborate and work in partnership with a wide range of stakeholders. Partnership working with schools and other local authority services and department is at the heart of our approach.

<li>Support the delivery of a comprehensive service charge management framework. Assist in identifying high risk schemes and support the implementation of action plans to ensure business risks are mitigated and customer centric outcomes delivered. </li>
<li>Work with the Business Partners to proactively engage with your operational colleagues to ensure service charge priorities are delivered. Be responsive and can do in the face of queries.</li>
<li>Support the effective delivery of all aspects of the service charge cycle, including meaningful consultation with residents on service charge budgets, robust in-year variance reporting and quality end of year reconciliations/accounts.</li>
<li>Support the effective resolution of disputes, mediation, or First Tier Tribunal (FTT) processes, providing first class expertise to service charge and operational colleagues.</li>
<li>Support the compliant delivery of Qualifying Long Term Agreements (QLTAs)</li>
<li>Assist with spot checks on key schemes to provide Quality Assurance and implement action plans where necessary.</li>
<li>Support effective systems and data management in relation to service charges, including the processing and dissemination of all documentation related to the service charge cycle.</li>
<li>Where necessary, manage supplier invoices and purchase orders to ensure costs are coded correctly. Work with the Business Partners to ensure costs not coded correctly to schemes reach their rightful home.</li>
<li>Work with operational colleagues to develop value for money services, where cost pressures are mitigated for residents and all appropriate costs recouped for the business.</li>
<li>Work with your service charge colleagues to collectively become a centre of excellence for service charge practice, learning from other providers to continually amend and develop practices for the benefit of the business and residents.</li>

<h4>The Role</h4>This role sits within the Commercial Services Team reporting to the Divisional Commercial Manager. Are you organised, detail-oriented, and confident dealing with sensitive financial matters? We are looking for a Debt Recovery Officer to join our dedicated team at Hertsmere Borough Council.
In this key role, you will provide administrative, technical, and legal support for debt recovery proceedings and enforcement remedies in accordance with current legislation. You will also play an active part in direct negotiations with debtors, enforcement agents, and other relevant bodies, while identifying and processing irrecoverable debts.
Key responsibilities include:

<li>Assisting with debt recovery proceedings through a variety of legal and enforcement methods</li>
<li>Supporting forfeiture proceedings for commercial leases in arrears</li>
<li>Attending County Court hearings relating to debt recovery, lease forfeiture, and opposing tenant relief applications</li>
<li>Liaising with external agencies and enforcement bodies</li>
<li>Managing case documentation and supporting legal processes throughout</li>
<li>Offering other general support to the Legal Services Team</li>

What we are looking for:
A proactive, methodical individual with strong communication and negotiation skills and a sound understanding of debt recovery procedures.&nbsp;
The post holder will require a discreet and empathetic approach to deal with sensitive issues professionally.&nbsp; Experience in legal or enforcement environments is desirable but not essential.

A vacancy has arisen in the Finance Business Partnering team - Education and Schools Finance Team for a Finance Assistant. 
The role will support a busy finance team providing timely and high standards of customer service to schools and other Council staff in respect of payments to schools and dealing with queries and other finance related tasks. Key duties include: 
 
 - Calculating and updating monthly payments to schools using the Council's schools advances system 
 - Completing financial reconciliations and ensuring that any imbalances are investigated and resolved 
 - Checking and following up on monthly and quarterly schools finance returns 
 - Liaising with Council staff and schools to deal with queries 
 - Pro-actively seeking opportunities to improve processes 
 
To be suitable for the role you need to have strong numeracy and literacy skills, have good attention to detail and work accurately. You will also have good IT skills, specifically using Microsoft Excel, Word and Outlook and accounting skills.

Enfield offers a hybrid working arrangement with an expectation that staff will be in the office at least one day every other week as a minimum.
