 As a Finance Manager you will be the key contact for senior stakeholders including Corporate Directors and Heads of Services. You will provide professional counsel to colleagues and partners. In turn, you'll inspire your staff to deliver value for money, develop opportunities and embed commercial practices.&nbsp;
 As part of being a senior manager in the Finance Team you’ll work to achieve the following Finance Service objectives;&nbsp;

 Finance Manager – Adults &amp; Health&nbsp;
 Lead financial forecasting for Adult Social Care external placements.&nbsp;
 Conduct complex financial modelling, options appraisal, and variance analysis.&nbsp;
 Support transformation initiatives within Adult Social Care.&nbsp;
 Deliver accurate and timely monthly financial reports for senior management and Members.&nbsp;
 Complete statutory government financial returns.&nbsp;
 Provide demographic and economic forecasts to support strategic planning.&nbsp;
 Advise on financial matters related to trading companies and externalised services.&nbsp;
 Analyse financial implications of alternative long-term care accommodation solutions.&nbsp;
 Finance Manager – Inclusive Economy &amp; Housing&nbsp;
 Lead financial planning for major housing redevelopment and acquisition projects.&nbsp;
 Manage relationships with housing-related companies and partnerships.&nbsp;
 Conduct long-term financial and scenario modelling for housing schemes.&nbsp;
 Present investment options across various purchase and lease models.&nbsp;
 Oversee loan commitments and refinancing assumptions.&nbsp;

 Provide financial input into Cabinet and decision-making reports.&nbsp;
 Ensure new projects are accurately reflected in the HRA business plan.&nbsp;
 Contribute to governance boards and manage external professional advice.&nbsp;
 Identify and promote external funding opportunities.&nbsp;
 Lead a small team and collaborate across Inclusive Economy &amp; Housing and wider finance teams.&nbsp;
 Finance Manager – Financial Strategy (Revenue)&nbsp;
 Lead a small team to develop the Council’s Medium Term Financial Strategy and budget management regime, driving continuous professional development and improvement.&nbsp;
 Modelling for growth, investments and savings for the medium-term financial strategy&nbsp;
 Establish and apply methodologies to Forecast key income streams including Council Tax, Business Rates, and Government Grants, adapting to changes in the funding environment as appropriate.&nbsp;
 Support scenario modelling in response to policy and funding changes.&nbsp;
 Coordinate the annual budget setting process, ensuring transparency and alignment with Council priorities.&nbsp;
 Coordinate Monthly Revenue Budget Monitoring including savings, reserves, and corporate funding.&nbsp;
 Provide evidence-based options for savings and investment to inform decision-making.&nbsp;
 produce outturn position and support in closing of accounts&nbsp; &nbsp;
 Ensure consistent financial procedures, governance, and internal controls including oversight of corporate recharges and government returns.&nbsp;
 Collaborate across finance to improve systems, budget monitoring, and reporting.&nbsp;
 Lead a small team and drive professional development and continuous improvement.&nbsp;
 Finance Manager – Financial Strategy (Capital &amp; Treasury)&nbsp;
 Lead a small team responsible for development and maintenance of the Council’s capital programme and strategy and treasury management, driving continuous professional development and improvement.&nbsp;
 Manage year-end capital/treasury accounts including asset registers, and valuations with external surveyors, AND application of IFRS 9 and the Prudential Code.&nbsp;
 Oversee the capital/treasury audit process, ensuring high-quality documentation and collaboration with auditors.&nbsp;
 Coordinate monthly management reports on capital projects and liaise with finance business partners and project managers.&nbsp;
 Provide expert advice on capital/treasury matters including CIL, s106, grants, HRA, and commercial investments. E.g reviewing and modelling high value, complex arrangements such as leases, applying in depth understanding of IFRS 16 to ensure business cases are robust.&nbsp;&nbsp;
 Present reports and business case analysis at board level.&nbsp;
 Ensure consistent financial procedures, governance, and internal controls.&nbsp;&nbsp;
 Collaborate across finance to improve systems, budget monitoring, and reporting.&nbsp;
 Drive professional development and continuous improvement.&nbsp;
 Finance Manager – Financial Controls&nbsp;&nbsp;
 Lead a small team responsible for production the Council’s annual statement of accounts and VAT advice service and drive continuous professional development and improvement.&nbsp;
 Oversee the production of the annual statement of accounts, ensuring high quality documentation and liaising with the auditors.&nbsp;
 Provide expert advice and guidance on issues regarding the production of the annual statement of accounts.&nbsp;
 Lead on VAT advice and guidance.&nbsp;
 Ensure that financial regulations are regularly reviewed and updated as necessary.&nbsp;
 Ensure consistent financial procedures, governance, and internal controls.&nbsp;&nbsp;
 Collaborate across finance to improve systems, budget monitoring, and reporting.&nbsp;

 Drive professional development and continuous improvement.&nbsp;
 To be suitable for this role you need to be a leading finance professional, with excellent communication skills and proven management experience, including driving through change to services and teams. A track record in effective stakeholder management is also essential, as is experience of working within either a Business Partnering function including Adults and Health and Inclusive Economy &amp; Housing or with the Financial Control, Strategy and Capital areas of Finance.&nbsp;
