Job summary

The Head of Corporate Strategy shapes the choices Homes England makes as an organisation and ensures we deliver on them. This is a pivotal leadership role, responsible for leading the development and refresh of Homes England’s Strategic Plan and Investment Strategy, helping to set the Agency’s medium-term direction and ensuring priorities are translated into delivery, impact and value.

As a trusted strategic partner to the Chief Executive and Executive Team across Homes England and the National Housing Bank, the postholder will bring sharp strategic thinking, sound judgement and a strong sense of pace and follow-through. The role helps turn ambition into action, creating clarity on priorities, driving cross-agency alignment and ensuring the organisation remains focused on the things that matter most for people and place.

Job description

The role has a broad corporate and cross-cutting remit. This includes, but is not limited to:

  • Leading the development, articulation and refresh of Homes England’s Corporate Strategy, from horizon scanning and options development through to governance and Board sign-off.; Owning the annual Investment Strategy for Homes England and the National Housing Bank, drawing together evidence, insight and market understanding to shape how capital is deployed.
  • Turning strategy into clear priorities, portfolios and outcomes, working closely with colleagues across delivery, investment, finance, policy, research and analysis.
  • Driving the rhythm of strategy across the Agency, moving at pace from insight to decision to action and maintaining focus on the issues that matter most.
  • Leading major cross-cutting strategic reviews that help Homes England respond to changes in policy, markets and need.
  • Developing a coherent strategic narrative for internal and external audiences, including ministers, officials, local authorities, investors, partners and Homes England colleagues.
  • Building strategy capability across the Agency, leading and developing a small team and supporting colleagues with practical tools, frameworks and coaching.

This is an excellent opportunity to play a central role in shaping the future direction of the government’s housing and regeneration agency, at a time of significant opportunity and challenge across housing, regeneration and place.

Person specification

The successful candidate will bring significant experience of leading strategy development in a complex organisation, such as government, an arm’s-length body, a regulator, consultancy or a large corporate environment. They will be comfortable operating at senior level, with the credibility and confidence to work closely with Executive leaders, provide constructive challenge and navigate political, organisational and delivery realities.

They will be highly effective at moving from insight to decision to action. They will know how to work through ambiguity, make sound trade-offs and maintain a strong focus on impact, value and organisational priorities. They will be energised by high-profile, cross-cutting work and comfortable leading strategic conversations across a wide range of disciplines and senior stakeholders.

Homes England is looking for someone with:

  • Proven experience leading corporate or enterprise-wide strategy in a complex setting.
  • Strong judgement and credibility with senior leaders, with the ability to influence, challenge and support effectively at Executive level.
  • Excellent problem-solving, communication and analytical skills, including the ability to translate complex evidence into clear recommendations, decisions and narratives.
  • A strong sense of pace, delivery and impact, with the ability to connect long-term direction to practical implementation.
  • Experience of leading cross-cutting strategic reviews, programmes or change activity across organisational boundaries.
  • Inclusive leadership skills, with a track record of developing people, building high-performing teams and creating space for diverse views.
  • Curiosity, resilience and confidence working in ambiguity, with a commitment to continuous improvement and professional development.

It would also be valuable to bring knowledge of the policy and delivery landscape in which Homes England operates, including housing, regeneration, planning, investment, land, development or the wider built environment.
