To provide day to day supervision of the Green Spaces Grounds Maintenance Team, ensuring that all tasks are scheduled and completed on time to the agreed KPI’s of the Green Spaces Service. To undertake health and safety checks on team members, accident and near miss reporting, risk assessments and compliance with the Councils Health and Safety Policy. To lead by example promoting good morale and working practices, ensuring all works are completed to the recognised standards as set out in Service Level Agreement.
<h3>Key skills required</h3>

<li>Current driving licence.</li>
<li>Level 2 amenity horticulture or equivalent experience</li>

Job Summary

Job Description
To support Be First’s vison and to contribute to the delivery of an efficient and effective Planning and Transport development service, including engagement with developers and other key bodies in the delivery of quality developments and highway projects. The role will include working through the planning process on a range of projects from commercial, retail, and residential.
Using their experience and expertise, the post holder will be responsible for undertaking key duties including:
<ul>
<li>Reviewing project designs prior to construction.</li>
<li>Obtaining cost estimates from construction contractors.</li>
<li>Managing construction scheduling including obtaining permits and permissions where necessary.</li>
<li>Liaising with contractors including on site to ensure projects are delivered to a suitable quality and in agreed timescales.</li>
<li>Final sign off post construction and handover to the highway authority.</li>
<li>To promote and advise sustainable transport development, from the pre-planning stage through to planning consent to guide sustainable future development.</li>
<li>Providing day to day support in assessing concept studies / strategies, Transport Statements, Transport Assessments, Travel Plans, Parking Studies, which contribute to compelling written formal planning responses.</li>
<li>Providing technical expertise to approval process for s38 and s278 highway designs and agreements to ensure these are delivered to the relevant standards, policies and legal requirements.</li>
<li>Day to day technical transport and highways input into a variety of Development Planning projects, working alongside your peers and more senior colleagues, both from the Development Management team and the wider Be First business. Programme and project management including budgets using appropriate business tools.</li>
</ul>
Person Specification
Your skills, abilities and attributes:
<ul>
<li>A recognised degree in Transport Planning, Highway Engineering or Civil Engineering and / or post qualification experience to qualify for professional membership and looking to work towards Chartership.</li>
<li>Significant experience of delivering a wide range of transport and highway projects across a number of specialist areas including development management, scheme delivery, sustainable transport and active travel with knowledge of relevant standards.</li>
<li>Experience of working in or with local authorities, ideally some of which is in London.</li>
<li>Experience in highway and infrastructure detailed design and working with guidance such as NPPF, DfT Transport Assessment guidelines, Manual for Streets, DMRB and MCHW.</li>
<li>The ability to undertake complex development management projects or spatial planning work with problem-solving skills and innovative thinking in a high-pressure environment delivering both large and small projects.</li>
<li>A working knowledge of junction modelling software, for example Junctions 9 (PICADY &amp; ARCADY) and Linsig, in the use of these programmes and interpret and challenge the results returned by them.</li>
<li>IT literate with experience of using Word, Excel, PowerPoint and other software packages to record and manage data.</li>
<li>Able to listen and respond sensitively to the needs of the community and to deliver the service around the needs of customers.</li>
<li>To build effective and productive working relationships with colleagues and elected members.</li>
<li>A proven record or experience of communicating in person, by telephone and in writing in a calm, courteous and confident professional manner.</li>

Are you up for a challenge? Environmental Crime, such as Fly Tipping and Littering, is becoming a national issue but Dartford Borough Council are dealing with this problem robustly and are looking for an enthusiastic, highly motivated individual to join our extremely busy Environmental Crime Enforcement Team.&nbsp;
You should be capable of carrying out detailed investigations and interviews, often in partnership with the Police or Environment Agency, to tackle fly tipping and other environmental crime offences. You will be required to prepare case files and attend Court to give evidence.&nbsp; The interviewing of alleged offenders, statement taking, case file preparation/case building along with intelligence gathering, and dissemination, court attendance and giving evidence are key elements of this position.
You will be involved in promoting public awareness of environmental crime issues as well as other duties that may include dealing with unauthorised encampments, fly grazing, public space protection orders and offences associated with Civil Enforcement.
You should be conversant with relevant legislation and guidance such as the Environmental Protection Act 1990, Police and Criminal Evidence Act 1984, the Regulation of Investigatory Powers Act 2000 and the Anti-Social Behaviour, Crime and Policing Act 2014.
You will be required to operate both on foot and in a vehicle, performing duties such as visiting sites of fly tipping and fly posting etc. to obtain and record evidence.
You will be required to take the appropriate enforcement actions, such as serving of a summons to court or issuing Fixed Penalty Notices for environmental crime offences.
Some evening, weekend and Bank Holiday working may be required for which a 10% allowance is paid.
You should have a full, clean driving licence as you may, on occasions, be required to use your own vehicle, for which an allowance will be paid.
We are looking for someone, ideally, with an enforcement background, capable of working on their own but who is also a strong team player who can fit into a busy multi- agency environment.
Waste, Public Realm &amp; Enforcement Services is a multi service environment and you will also be involved, on occasions, with the work of other officers who deal with enforcement, parks and open spaces, events, licencing and town centre business crime partnerships. On occasions, you may deputise for the senior environmental enforcement officer, attend and contribute at regular information and best practice meetings, with other regional borough environmental enforcement teams, the KCC intelligence team, when required. &nbsp;
Previous experience of working in a law enforcement, security, community safety or similar role is desirable as is dealing with the public in, sometimes, difficult situations with the ability to stay calm under pressure. Relevant knowledge of environmental crime legislation would be advantageous, but more important is the ability to be confident, diplomatic and assertive. Good ICT skills are required together with the ability to communicate effectively both verbally and in writing. You should also enjoy analysing information and problem solving as this will be an integral part of the role.

Rochford District Council is looking to appoint an enthusiastic and proactive individual to take on the challenging role of Open Spaces Operative (Grounds Maintenance).
This is an exciting opportunity for a positive and enthusiastic individual to join our dedicated and hardworking Grounds Maintenance Team. We are looking for versatility, self-motivation and a keen interest in the great outdoors.
As Open Spaces Operative (Grounds Maintenance), you will be engaged in all aspects of horticultural work including the use of tractors, heavy grass cutting machinery, tree, shrub and bedding planting, hedge cutting, renovation of sports pitches, as well as assisting in the day-to-day challenges of grounds maintenance. You will be key in providing our Parks for Nature initiative as we look to rewild our parks, planting trees and maintaining wild meadows and conservation areas.
The successful candidate will need to be able to undertake physically demanding work in all weathers and/ or seasons. The successful candidate will be customer focussed and act with utmost professionalism.
Working within Grounds Maintenance can be challenging; however, this is outweighed by the sense of pride and the self-rewarding nature of working as a part of a committed team within the great outdoors.
