Job summary

Why this role matters

You will lead finance transformation and assurance across the Home Office bringing about change and improvement to the finance function as well positioning HO finance as a centre of financial excellence.

The role is critical in ensuring that finance best practice is delivered and requires the postholder to have strong leadership skills and financial expertise that can be applied to advise and support the department, and all its ALBs. This will include leading on the HO finance input to the Synergy Programme and working across the department and Synergy Cluster. The postholder will bring innovation to the financial space to enable transformation within the finance function, including exploiting new technology and increasing professionalisation.

The Head of Transformation and Assurance will work closely with the Head of Financial Operations to maintain and improve financial process and control across the department and ensure adherence to the Finance Functional Standard. This role leads a team of approximately 40 across a range of disciplines with 6 direct reports. Leadership of this group, and its role in delivering assurance and improvement across the department as well as acting as a SCS leader of the wider finance directorate is a pivotal part of this role.

Working as part of the overall Finance Directorate, you will be expected to contribute to the overall management and leadership of the Finance function and contribute to the Government Finance Profession.

Job description

Key responsibilities

  • Leadership of finance transformation across the Home Office, aligning with the GFF 2030 vision for Finance with its focus on building a function that is insightful & Data Driven, Skilled & Talented, and Innovative & Delivery Focused—all underpinned by strong Finance Foundations.
  • Oversight of the Transactions team which owns policy, process and assurance for Purchase to Pay, Order to Cash and Expenses. Lead the HO Tax Team to maintain a tax function and manage the department’s tax risks and ensure full tax compliance.
  • Lead counter-fraud duties by providing central systems, processes and services which monitor, measure and report on compliance and maturity, and maintain an effective relationship with the Public Sector Fraud Authority.
  • Oversee the relationship with the NAO VfM audit team.
  • Support the development of the Metis Roadmap and be responsible for driving tech- enabled Finance change, including functional support for onboarding organisations to Metis.
  • Lead Finance input to the Synergy programme, including acting as the expenses sponsor and driving forwards Synergy design activity.
  • Lead and champion work on finance professionalism and capability within the department.

Responsibilities of Finance SCS:

  • Be an important member of the finance leadership of the Home Office, promoting Civil Service reform and contributing to the Home Office and wider Civil Service efficiency agendas.
  • Exercise leadership across a broad range of corporate responsibilities that connect to Finance within the department and there is the opportunity to modify/adapt some of these responsibilities to suit the specific career interests and strengths of the post holder.
  • Contribute to the overall management and leadership of the Finance function and contribute to the Government Finance Profession.

Person specification

Essential Criteria

The successful candidate will need to demonstrate:

  • Experience of leading & implementing change across a complex organisation, improving systems and processes to deliver efficiency improvements.
  • Strategic influence - experience of influencing management at a senior level with strong analytical skills and the ability to communicate complex positions clearly and compellingly.
  • Leadership - substantial experience of leading, motivating and developing a diverse team of finance professionals; fostering teamwork across different functions and organisations to deliver an effective and efficient service. Proven track record in driving and improving team performance.
  • Financial control & processes leadership – experience of financial control and process ownership in a large organization.
  • Experience of working with a wide range of stakeholders, including Ministers or board-level executives within a highly complex and politically sensitive environment both internally and externally in different ways and different styles.
  • CCAB, CIMA or equivalent qualified accountant with a substantial track record of success in a senior finance leadership role in a fast-moving finance area in a highly complex, customer focused organisation. This should include a highly effective track record of interpreting financial information to help shape and influence organisational strategy.
