Job summary

The Home Office works to build a safe, fair and prosperous UK. We achieve this through our work on counter-terrorism, policing, crime, drugs policy, immigration and passports.

The Chief Operating Officer Group works closely with the Home Office’s policy and operational commands to enable us together to deliver the department’s priorities. The group is comprised of different teams and professional functions, including Commercial, Finance, People, Portfolio and Project Delivery, Security, Estates and Information and Digital, Data and Technology.

Finance Business Partners work closely with business areas to ensure operational and policy teams in the Home Office have the support they need to deliver the Department’s priorities, within increasingly challenging budget allocations.

These roles will involve close collaboration between finance colleagues across all disciplines and stakeholder areas to provide a high-quality finance service to the Department.

As a Finance Business Partner, you will work alongside and have a close understanding of the businesses. You will support stakeholders by building positive relationships, providing financial insight for the relevant area, challenging and innovative solutions to problems. Bringing insight and influence through effective communications, you will enable them to achieve the best outcomes for the public and supporting the strategic direction of the group.

You will collaborate with colleagues from across Home Office provide business leaders with insightful financial analysis and robust challenge to inform decision making and business planning. You will have personal responsibility for distinct areas of the Group’s business, acting as the lead contact for that business and providing support to the unit to deliver effectively against their budgets.

Job description

Support the Finance Directors (FD) in partnering with senior stakeholders to ensure that resources are deployed effectively and aligned with the agreed objectives of the Home Office through the provision of professional finance advice in accordance with current best practice.

Main Responsibilities

As a Finance Business Partner you will:

  • Participate in presenting robust arguments and analysis to support complex decision making, where there is a requirement to balance challenging priorities from different areas within the relevant business and across the Home Office in an environment where there are limited resources.
  • Ensure coherence between business area financial plans and overall departmental financial objectives, with any issues escalated at an early stage to enable collaborative discussion and decision.
  • Bring value through the sharing of relevant financial expertise and insights and to influence decisions to align tactical and strategic delivery through constructive support and challenge where appropriate.
  • Work with colleagues to develop continuous improvement in the In Year financial reporting, forecast accuracy benchmarks and future planning.
  • Hold line management responsibilities.

There are currently 3 roles available across a number of Directorates. Roles will be offered as being deemed the best fit for the candidate.

Working pattern

This role is available on a full-time basis with the option of compressed hours working.This role is also suitable for part-time working hours, with a minimum requirement to work 3 days / 22.2 hours per week due to business requirements - one role available. However, job-share are available.

Person specification

Essential criteria

  • Excellent financial management skills and a proven ability to apply them effectively.
  • Strong interpersonal and written skills with the ability to work under pressure to tight deadlines, and to communicate effectively with stakeholders at all levels.
  • Highly numerate, with validated experience of capturing and interpreting complex financial/other analytical data.
  • Ability to communicate complex financial information to non-finance colleagues.
  • Collaborative and able to work well within a multi-stakeholder environment, including senior leaders.
  • Strong leadership skills to lead a team and confidence in collaborating with senior stakeholders. Ability to challenge constructively and influence future strategies.
  • Proven track record to work well under own initiative (a self-starter).

Desirable criteria

  • Experience of stakeholder liaison and management.

Qualifications

Full/Part CCAB/ CIMA accountancy qualification (Qualified AAT or actively studying).

Selection process details

This gives us the best possible chance of finding the right person for the job, drives up performance and improves diversity and inclusivity.

We will endeavour to conduct the selection process in line with the dates indicated below, but cannot guarantee that these will not, where necessary, be revised.

As part of the application process, you will first be asked to confirm your eligibility by providing some basic personal information.

After submission of this first stage, you will be invited to complete the followingCivil Service Numerical & verbal tests.

  1. Online Test – by 28th July 2026.

If you successfully pass the Numerical & verbal tests, you will be invited to complete the full application form. Please complete the online tests as soon as possible (within 24-48 hours is recommended). If you fail to complete the online tests or full application before the deadline, your application will be withdrawn.

2. Application – by 28th July 2026.

As part of the application process, you will be asked to complete:

  • CV
  • Evidence of the Behaviour - Leadership (maximum of 250 words per Behaviour).

Your CV should consist of your career history, qualifications and skills/experience, including any key achievements in each role. Your CV will be scored against the experience required for the role as noted within the essential criteria.

3. Sift – 30th July 2026.

The sift will be held on the CV & Behaviours, as listed in the advert.

Should a high volume of applications be received, an initial sift will be conducted on the Lead Behaviour - Leadership. Candidates who pass the initial sift will then be progressed to a full sift that will consist of all the remaining elements submitted (CV). Candidates who fail to meet the minimum pass score for the initial sift will not have their remaining submitted elements scored and will only receive a sift score for that assessed at the initial sift.

Candidates who meet the minimum pass score will progress to the next stage. Candidates successful at sift will then be invited to a presentation assessment.

4. Presentation Assessment – week commencing 24th August 2026.

If successful at sift, candidates will be invited to a 10-minute session where they will be asked to do a 5 minute presentation on a topic provided in advanced and then 5 min Q&A. If candidates pass this, they will be invited to interview.

The presentation will be assessed against / 'Experience' on the 'Success Profiles' and will be assessed against the 'Essential Criteria' as listed in job advertisement.

The presentation assessment take place via MS Teams.

5. Interview – from 14th September 2026.

If you are successful at both sift and presentation assessment stages, you will be invited to an interview that will be Behaviours (as listed in the job advert) based questions. All Behaviours listed in the selection process will be scored at the interview.

The interview will take place on Teams.
