<h3>THE ROLE</h3>
The Offshore Petroleum Health and Safety Manager is responsible for leading a team of Inspectors within DMR, the Offshore Petroleum Health and Safety Manager deals with ensuring the regulation of offshore petroleum developments and takes full account of all Health and Safety aspects, through a robust inspection programme and the effective implementation of legislation, in line with Falkland Islands Government policy. The post holder will also contribute to the development of industry guidance, standards and operational strategy.
<h3>THE SUCCESSFUL CANDIDATE WILL:</h3>
<ul>
<li>Be able to demonstrate they have 7 to 10 years’ experience of working in Health and Safety regulation of the oil and gas industry, or another industry presenting major hazards, including reviewing and assessing Environmental Impact Assessments and Safety Cases.</li>
<li>Hold a Bachelor’s degree or equivalent in a health and safety discipline, or other evidence of suitable training and job experience to the offshore petroleum industry.</li>

<h3>THE ROLE</h3>
The Offshore Petroleum Head of Health, Safety and Environment primarily acts as the de facto Health, Safety and Environmental ‘Regulator’ for all offshore petroleum development activity on behalf of the Government.
The role includes, but is not limited to, providing strategic and tactical leadership of the Health, Safety and Environmental elements of this critical regulatory function and ensuring the regulation of all Falkland Islands offshore petroleum developments take full account of all Environmental and Health and Safety aspects, in line with Falkland Islands Government policy and legislation. The post holder also leads on the development and oversight of industry guidance, standards and operational strategy on behalf of the Government
<h3>THE SUCCESSFUL CANDIDATE WILL:</h3>
<ul>
<li>Have extensive experience (10+years) experience of effectively leading complex and large-scale teams, projects and programmes of a similar level, ideally in a regulatory capacity</li>
<li>Have evidence of working in a senior operational HSE or regulatory roles, including responsibility for effective business and financial planning and project management</li>
<li>Have knowledge/experience of the hydrocarbon industry, or another industrial sector presenting major hazards</li>
<li>Have knowledge/familiarity with energy policy and business models of organisations that govern energy regulatory affairs, including Regulatory Commissions and governing bodies for Environmental Conservation, resource management, and others</li>

Offshore Petroleum Health and Safety Inspectors are responsible for inspecting and investigating onshore and offshore oil and gas installations situated in Falkland Islands. The role involves the assessment and control of physical, chemical and biological health risks, and could include hazards such as hydrogen sulphide, crude oil, drilling muds, asbestos, noise and vibration, as well as and maintaining and participating in an effective 24/7 response capability. The post holder will also contribute to the development of industry guidance, standards and operational strategy.
<h3>THE SUCCESSFUL CANDIDATE WILL:</h3>
<ul>
<li>Have at least five years’ experience of working in health and safety regulation of the offshore petroleum industry, or another industrial sector presenting major hazards, including reviewing and assessing Safety Cases and other operator H&amp;S submissions.</li>
<li>Hold a Bachelor’s degree or equivalent in a relevant health safety, engineering or science discipline, or other evidence of suitable training and job experience or Master Mariner STCW 11/2 (preferably unrestricted but will consider restricted).</li>
<li>Hold a Professional Membership of an appropriate institute associated with Health Safety, Engineering or Science.</li>
<li>Possess a valid OPITO Basic Offshore Survival Induction and Emergency Training (BOSIET) with Compressed air emergency breathing system (CA-EBS) or equivalent with additional OPITO Minimum Industry Training Standard (MIST).</li>
<li>Be proficient in database, productivity and presentation software such as Microsoft Excel, Powerpoint, etc.</li>
<li>Have strong and efficient research skills and the ability to gather, sift and understand large amounts of information to identify key trends and issues.</li>
<li>Have the ability to effectively conduct stakeholder engagement and public consultations.</li>
<li>Have excellent verbal and written communication – ability to express ideas and impart key messages.</li>

 The role primarily involves health and safety at work duties, including infection control related to skin piercing, but could potentially also include some general public health investigation and enforcement work.&nbsp;
 About the Person&nbsp; The successful candidate will:&nbsp; • &nbsp; &nbsp;Hold a relevant professional health and safety qualification, such as the NEBOSH National Diploma in Occupational Safety and Health or a Degree in Environmental Health or equivalent&nbsp; And have: • &nbsp; &nbsp;Good knowledge of the law and legal framework around health and safety at work requirements and enforcement; • &nbsp; &nbsp;Experience of inspecting and enforcing health and safety at work standards in premises; • &nbsp; &nbsp;Experience of investigating accidents and complaints regarding health and safety at work conditions and standards; • &nbsp; &nbsp;Experience of formal enforcement activity, ideally in a health and safety role &nbsp;e.g. drafting formal notices, gathering evidence etc; • &nbsp; &nbsp;Great communication skills; • &nbsp; &nbsp;An investigative and analytical approach; • &nbsp; &nbsp;Excellent time and case management skills; • &nbsp; &nbsp;Strong IT skills and be able to produce clear reports and case records; and, • &nbsp; &nbsp;An alignment with our organisational behaviours of being Positive, Supportive, Flexible and Innovative.
