What You’ll Be Doing
In this important role, you’ll ensure timely and effective recovery of council tax and business rates by managing all stages of the recovery cycle. Your day-to-day duties will include:

<li>Managing the full recovery process, including post-liability order actions</li>
<li>Processing and monitoring enforcement steps such as bailiff referrals, insolvency cases, and charging orders</li>
<li>Representing and supporting the Council at court, including liability order hearings and penalty notice applications</li>
<li>Building and maintaining relationships with external partners such as enforcement agents, solicitors, insolvency practitioners, and credit agencies</li>
<li>Handling communications with the public professionally and empathetically, both over the phone and in person</li>
<li>Ensuring compliance with the Council’s recovery policies and customer care standards</li>
<li>Supporting wider Revenues team activities as required</li>
<li>Performing other duties appropriate to the role at the direction of the management team</li>

We are looking for our next apprentice! This is an exciting opportunity to gain a Chartered Town Planner Masters degree whilst working and gaining hands on experience in planning. The post is for three years and for the first two (starting in September 2025) you will attend Brighton University for one day a week to undertake the degree apprentice qualification. Following the successful completion of the two year course, you will then work for approximately one further year on a full time basis gaining experience towards the end point assessment which enables you to become a Chartered Town Planner (MRTPI).
In the work place you will have your own workload and undertake a range of planning tasks including assisting with the processing and validation of planning applications, writing reports on different types of applications, and assisting more senior team members in preparing their reports.
As you learn and develop your skills and knowledge you will be able to respond to enquiries from the public, carry out site visits and liaise with colleagues and external agencies. The role will adapt and&nbsp; develop across the three years so you will gain a good knowledge of the work of a planning department.
You will need a higher Second Class degree in an appropriate subject, or an equivalent qualification to be eligible for this apprenticeship and you cannot already have a masters degree. You will need to be accepted on to the course and be ready to start in September 2025.
The job is based at the Civic Centre in Littlehampton and this will be your contractual job location. However, it is likely there will be some working from home and so will need an appropriate space to work from.
Whilst not essential a driving licence/access to a car will help you get the most out of the job as it involves attending site visits, generally starting in the second year.

Enforcement Officer (Career Graded)

Appointment ranges:
Principal Enforcement Officer £40,212 - £48,915 p.a.
Senior Enforcement Officer £36,573 - £40,607&nbsp;p.a.
Enforcement Officer £29,696 - £36,573 p.a
Salary within ranges dependent on experience, qualifications and evidence of continuous professional development.
About the role

About you
At Principal level, you would be expected to have significant practical planning enforcement experience and knowledge. For a Senior role you would be expected to have demonstrable experience in planning enforcement and be ready to take on a caseload of more complex cases.
For an Enforcement Officer level role we are interested to hear from applicants with a range of relevant experience. Experience of Planning Enforcement is desirable, however we are also very interested in hearing from candidates with suitable transferable skills and a desire to develop a career in planning enforcement.
Most of all, we are seeking a confident, self-motivated and diplomatic person with a ‘can-do’ attitude and the ability to deliver positive outcomes for the future of the Borough.&nbsp; You should be able to provide clear and accurate advice to stakeholders and show excellent customer care, verbal and written skills.&nbsp; &nbsp;
