Job description
The Government Soft Landings (GSL) Lead is the strategic lead for the development, implementation, governance and continuous improvement of Government Soft Landings across the DWP Estates portfolio. The role is accountable for ensuring that the principles of Government Soft Landings, operational readiness, asset information management and whole-life asset performance are embedded across the estate lifecycle, from business case development through design, construction, occupation and operation.
The postholder will provide strategic leadership and professional expertise to senior stakeholders, ensuring projects deliver intended operational outcomes, realise planned benefits and establish a robust "golden thread" of information that supports effective asset management throughout the asset lifecycle. The role acts as the departmental lead for Government Soft Landings, establishing policy, governance, assurance and capability frameworks while driving continuous improvement across capital delivery and operational functions. This builds upon the existing GSL Manager responsibilities relating to oversight of the Government Soft Landings approach, transition into operational asset management and management of asset information.

Key accountabilities
Strategic Leadership
- Act as the DWP Estates Functional Lead for Government Soft Landings and Operational Readiness.
- Develop, maintain and implement the DWP Estates Government Soft Landings Strategy and Roadmap.
- Establish and maintain departmental policy, standards, guidance and governance arrangements relating to Government Soft Landings and BS 8536.
- Provide strategic advice and recommendations to Directors, Programme Boards, Senior Responsible Owners and other senior stakeholders.
- Represent DWP Estates across government and industry forums, influencing the development and adoption of best practice in operational readiness, asset management and Soft Landings.
- Ensure Government Soft Landings remains aligned with wider departmental objectives relating to sustainability, operational performance, customer experience, asset resilience and value for money.
Governance, Assurance and Risk Management
- Own the Government Soft Landings governance framework across the capital portfolio.
- Establish and maintain assurance regimes that provide confidence that projects are meeting Soft Landings requirements and operational readiness milestones.
- Lead portfolio-level reviews, maturity assessments and compliance reporting.
- Provide assurance to governance boards and investment committees regarding the effectiveness of Government Soft Landings implementation.
- Identify, manage and escalate strategic risks associated with asset performance, information quality, operational readiness and benefits realisation.
- Lead lessons learned and continuous improvement activities to improve future project outcomes.
Portfolio Leadership
- Maintain strategic oversight of all projects implementing Government Soft Landings principles across the DWP estate.
- Ensure a consistent and proportionate approach to Government Soft Landings is applied across programmes and projects.
- Monitor portfolio performance against agreed measures, outcomes and benefit realisation objectives.
- Lead intervention activity where projects are at risk of failing to achieve operational outcomes or readiness requirements.
- Establish reporting frameworks that provide visibility of progress, risks, opportunities and emerging trends.
Operational Readiness and Benefits Realisation
- Lead the development and implementation of operational readiness frameworks across DWP Estates.
- Ensure operational requirements are identified, validated and maintained throughout project lifecycles.
- Oversee the delivery of Post Occupancy Evaluation, building performance reviews and benefit realisation activities.
- Ensure project outcomes are measured against business case assumptions and operational objectives.
- Promote a culture of evidence-based decision making and continuous improvement.
Information and Asset Management
- Work with the Head of AIM to develop policy and assurance requirements for the management and transfer of asset information throughout the estate lifecycle.
- Ensure a clear, accurate and accessible golden thread of information is maintained for DWP built assets.
- Promote integration between Government Soft Landings, Asset Information Management, BIM and wider digital estate strategies.
- Work alongside other AIM Team leads to define organisational requirements for information handover and transfer into operational systems.
- Lead improvements in information quality, usability and accessibility to support operational decision making.
Stakeholder Engagement and Influencing
- Build and maintain strong strategic relationships with senior stakeholders across DWP Estates, FM providers, delivery partners and other government departments.
- Act as a trusted adviser on Government Soft Landings, operational readiness and whole-life asset performance.
- Chair and lead strategic governance forums, working groups and communities of practice where needed.
- Work towards better influencing the development of projects and programmes to maximise long-term operational outcomes.
- Work collaboratively with commercial, project delivery, facilities management and asset management functions to ensure alignment of objectives.
Commercial and Delivery Integration
- Ensure Government Soft Landings requirements are embedded into procurement, commercial and project delivery strategies.
- Influence specification development and contractual requirements to support whole-life asset performance.
- Support the development of commercial frameworks that drive operational value and information quality.
- Ensure suppliers understand and fulfil their Government Soft Landings obligations.
Leadership and Capability Development
- Provide leadership, professional direction and strategic oversight to Government Soft Landings practitioners and project teams.
- Develop capability frameworks, training programmes and guidance materials.
- Mentor and coach colleagues across project delivery, BIM, Asset Information Management and Facilities Management disciplines.

Person specification
Essential Skills, Knowledge & Experience
- Extensive experience leading operational readiness, with Government Soft Landings, Asset Management, Facilities Management or Capital Project Delivery function experience across real estate or construction sectors.
- Significant experience developing and implementing organisational policy, governance frameworks and assurance processes.
- Demonstrable experience influencing senior leaders and providing advice to executive-level stakeholders.
- Experience leading organisational change and embedding new ways of working across complex environments.
- Expert understanding of Government Soft Landings, BS8536 and whole-life asset management principles.
- Expert knowledge of information management and the lifecycle management of asset information within the built environment.
- Significant experience of developing and assuring the golden thread of information across design, construction and operational phases. This builds on the existing requirement for extensive practical information management experience.
- Strong understanding of BIM, ISO 19650 and digital information management principles.
- Experience leading portfolio-level assurance, risk management and performance reporting.
