CDIO Borders and Trade supports the HMRC Borders and Trade group delivering IT projects that enable HMRC’s wider customs strategy and policies. We design, manage and maintain the IT services that support customs and international trade activities.

Our team is made up of specialists in delivery, business analysis, engineering, and live service support. We work closely with stakeholders across HMRC to ensure our IT systems meet their needs.

Job description

Our Programme Delivery Managers are accountable for the delivery of complex products / services / Programmes that are being delivered by multiple teams or have high technical or political risk.

You will have experience across a range of products / services / Programmes / Projects, throughout the entire lifecycle, and have greater responsibility and accountability as the main point of escalation.

You will coach and mentor delivery managers as well as have some line management responsibility.

You will use your knowledge and experience of Delivery Management to coach and mentor teams and colleagues.

You will encourage and facilitate continuous improvement and identify and remove blockers to delivery.

You will help ensure that CDIO applies the latest in innovation and ways of working and help spread those practices across the wider estate.

The complexity or breadth of programmes will vary in this role, depending on the context of the work assigned.

Responsibilities

As a Programme Delivery Manager, you will be responsible for:

The end-to-end delivery of one or more large and/or complex IT programmes / portfolios of change.
Production of end-to-end Programme IT delivery plans.
Identification, management and mitigation of IT risks, issues and dependencies at a programme level.
Building and maintaining effective and collaborative relationships in order to achieve successful outcomes for the business.
Reporting against and communicating project deliverables, progress and benefits to a wide range of stakeholders across senior grades.
Communicating and championing the Programme/team vision, aligning it to the wider programme priorities and goals.
Engaging, building and maintaining teams, both internally and externally, identifying the people and skills needed to continuously deliver.
Line management of Senior IT Delivery Managers.
Supporting Programme delivery via escalation management, guidance and performance management.
Resource & Capacity Management of teams across the Programme / portfolio of change they are responsible for.
Supporting the Profession Lead to build the professional framework in which their staff operate.

This role requires flexibility to travel to other office locations across the organisation. Overnight stays may be necessary to support business priorities, attend meetings, and maintain effective collaboration with colleagues.

Essential Criteria:

• Delivering large, complex, technical or IT-enabled change projects or programmes against a backdrop of large-scale organisational change.
• Experience in commercial management of project costs, financial monitoring, and ensuring value for money.
• Programme Governance including creating and managing a programme plan and tracking risks / issues / dependencies / cost management.
• Utilising both Agile and Waterfall methodologies and utilise industry standard management tools.
• Creating, Leading, Directing and supporting a team of professionals: including appraisals and professional development.
• Building and maintaining positive and effective relationships with senior stakeholders across a large and complex organisation, influencing required stakeholders, as well as managing supplier requirements, expectations, and value.
• Proven experience in developing and maintaining resource plans that optimise utilisation of people, technology, and budget to meet changing business needs.

How to Apply

As part of the application process, you will be asked to provide the following:

A name-blind CV including your Employment History and key achievements featuring at least your most recent 3 roles. You CV is all about summarizing your skills, knowledge and experience reflect the key responsibilities of the role limited to maximum 250 words per role.
A 1,000 word Personal Statement. Your Personal Statement (max 1,000 words) should be used to describe how your skills and experience would be suitable for the advertised role, referring to the essential criteria outlined in the advert.

Sift

Interview

The interview will be 1 hour in length and will be held by a 3-person panel. During the panel interview, you will be asked experience-based questions to further explore what you have done and are capable of.

You will be advised to apply the STAR (Situation, Task, Action, Result) technique when delivering examples. You would be encouraged to prepare demonstratable examples of your experience ahead of the interview to ensure meaningfulness and completeness.

Hybrid working at HMRC
