The Council adopted its own Community Infrastructure Levy (CIL) in April 2021, providing an important new mechanism to support the infrastructure ambitions of the borough. The Council is also the collecting authority for the Mayor of London’s CIL.
We are looking for an experienced Infrastructure Delivery Team Leader to lead the Infrastructure Delivery Team and play a critical role in securing funding from new development; and ensuring that new developments implement improvements to infrastructure and services that are agreed as part of planning permissions.​
About the role
In this role, your main responsibility will be to lead and manage the Infrastructure Delivery Team responsible for all CIL and Section 106 processes. This includes the administration and collection of CIL and Section 106 payments for the Borough; and the post-collection allocation and spending of funds, including the ongoing development of a Neighbourhood CIL spend process.
The postholder will lead on the development and implementation of processes for the collection of the forthcoming Building Safety Levy; and will be involved with the development of the new Bromley Local Plan, particularly with regard to evidence base development related to infrastructure.
The Team Leader post will have line management responsibility for two Infrastructure Delivery Officers and will report directly to the Head of Planning Policy and Strategy. The post holder will work closely with colleagues in the Planning Policy and Design &amp; Conservation teams which also sit within the Planning Policy and Strategy service; and will also work with other departments across the Council including Development Management, Finance, Housing and Regeneration.
The successful candidate will represent the Planning Policy and Strategy service at various internal and external meetings, including Council committee meetings; and will also be required to deputise for the Head of Planning Policy and Strategy in relation to infrastructure delivery matters, as and when required.
What we offer
This is an MG6 grade role, with a salary range of £47,536 to £71,302. It is a full-time, permanent role, based on a 36-hour working week. The role is based at Bromley Civic Centre (opposite Bromley South station). We offer hybrid working arrangements, with the current expectation that the post holder will be in the office for at least 2 days per week.

The Post

About the role
OPDC has an exciting opportunity for a talented individual to join our Planning Team as a Construction Monitoring Manager on a permanent contract. The successful candidate will work closely with the Head of Planning Enforcement and Compliance as a senior member of the team and will initially assist with the development of OPDC’s Code of Construction Practice alongside appointed consultants.&nbsp; This is a unique opportunity to shape how construction and development will be managed and monitored in one of London’s largest regeneration areas and ensure that resident’s amenity is protected while enabling the growth and delivering the homes and jobs in OPDC’s Local Plan. Skills, knowledge and experience

Appropriate qualification in construction management and eligibility for membership of the Construction Industry Training Board (CIOB) together with a record of continuing professional development.

GLA staff are hybrid working up to 3 days a week in our offices and remotely depending on their role. As part of this, you will need to split your time between home working and coming into the office.

About The Role
A Senior Planner will help with the delivery of major sites; leading on complex and major planning applications, liaising with developers, applicants and senior officers, conducting negotiations and presenting applications to Planning Committee. The appointment will be commensurate with experience.
We would also consider a planner at the beginning of their career and offer a fantastic opportunity to gain practical experience and to develop a strong foundation for a career within the Built Environment, determining a large number of householder and minor applications, as well as contributing to the overall work of the teams.
The posts require candidates who have a vision for developing the built environment to achieve the council’s aspirations, who have the confidence and capability to engage with developers, carry a caseload of major applications, and the ability and experience to work with less supervision in delivering the service.
About The Team You’ll Be Working In
Hounslow are looking for a Career Grade Planner to join their award-winning Development Management Team. The team are currently working on a wealth of planning applications critical to the social and economic wellbeing of the borough. We have high housing targets to achieve, new schools to place children in and need to create opportunities for employers who want to be in our well-located borough. This must be balanced against acting on the boroughs Climate Emergency and with Green Belt, listed buildings, conservation areas and River Thames frontage that need protecting. All this needs to be delivered while playing a crucial supporting role in delivering the boroughs partnerships and values.
About You
Your Skills
<ul>
<li>Able to carry a caseload of planning applications and appeals and determine these within set deadlines and in accordance with quality indicators. Able to work flexibly in a changing environment responding quickly to conflicting workloads and changing priorities. Able to identify the need for guidance from more senior staff</li>
<li>Able to communicate in a sensitive and effective manner both orally and in writing and able to deal effectively with Members, the public, officers in other departments and outside organisations</li>
<li>Able to demonstrate effective negotiation skills both inside and outside the authority, e.g. experience of negotiating major planning gain, complex enforcement matters</li>
<li>To maintain an up-to-date technical knowledge of planning related legislation, principles and practice including knowledge of climate science and planning law.</li>
<li>Ability to interpret legislation, and to impart knowledge to a team. Able to assess existing work practices and make recommendations for improvements</li>
