Key outputs of the team in recent years have included leading on the pioneering London Infrastructure Mapping Application, regulatory reform, and local area energy/water planning.&nbsp;
About the role
The ICS Development service line works to improve connections between development and London’s utility infrastructure networks. A key priority of the development service is to accelerate affordable housing delivery across London by addressing the strategic infrastructure challenges that can stall development. Building strong relationships with developers and utilities is a critical part of the development service’s role in unlocking strategic sites, identifying new areas of work, and supporting regulatory change.
Your focus will be on progressing strategic solutions to accelerate utility connections for development, and support the delivery of utility infrastructure in high-growth areas. You will work with teams across the GLA’s to support better alignment and delivery of development and utility infrastructure. This will also involve working closely with developers, utilities, London boroughs, Transport for London, regulators and business community representatives to understand their technical challenges and thinking creatively to resolve them.
The right candidate will be able to engage with technically complex issues, articulating concepts and solutions to a wide range of audiences. You will feel confident in taking responsibility for a set of projects and their outcomes. Although a technical background is not expected, an ideal candidate would have a degree or work experience related to infrastructure. The role would benefit from someone who proactively looks for opportunities to champion sustainability and better ways of working.

What your day will look like
Identifying the need for, devising and developing effective strategies and interventions to support the acceleration of utility connections for strategic development in London.
Establishing and developing relationships on technical and delivery matters relating to the built environment and utility infrastructure with key stakeholders including the development industry, regulators, Government departments, the London boroughs, functional bodies, infrastructure networks and other organisations.
Sourcing, selecting, appointing and managing consultants and contractors to carry out relevant work in accordance with relevant public procurement and GLA procedures, policies and Code of Ethics and Standards and ensure delivery within the allocated budget to time and quality.
Leading on the development of new work areas associated with the emerging London Infrastructure Framework and other mayoral strategies relating to utility connections, resilience, and development including undertaking research, analysis, option appraisals, knowledge sharing and consultation.
Taking responsibility for strategic horizon scanning and maintaining up-to-date awareness of infrastructure delivery challenges facing London and innovation opportunities, as well as legislative, technical and policy changes in relation to infrastructure and the built environment.

We’re looking for an experienced Policy and Plans Manager to lead the development of evidence-based transport strategies and action plans that support healthier, more sustainable and inclusive ways to move around our borough. 
 
You’ll be part of the Strategic Planning &amp; Policy team in the Journeys and Places programme – responsible for delivering all new transport projects in Enfield. This is a key role for someone who understands how policy and data can influence real-world outcomes. 
 
You will: 
 
 - Lead the development of transport strategies and detailed action plans for walking, cycling, public transport and more 
 - Use local and strategic data (including borough-wide monitoring sensors) to track progress against our targets and shape future projects 
 - Work across teams to identify and prioritise transport schemes that improve safety, reduce car dependency and support community needs 
 - Prepare funding bids and maximise contributions from developers and other sources 
 - Line manage two professional officers, supporting their development and performance 
 - Represent the Council in external partnerships and across the organisation 
 
About you: 
You’ll bring a solid background in transport planning or policy, ideally with local authority experience. You’ll be confident in developing strategy and presenting evidence clearly – whether through data dashboards, formal reports or committee briefings. A good understanding of how transport policy links to wider corporate aims such as climate action, regeneration and equity is essential.

An exciting opportunity has arisen to join the Strategic Planning Team at Spelthorne Borough Council, which is responsible for preparing a new Local Plan and supporting policies, along with a number of strategic projects. This flexible hybrid role will be a challenging but rewarding position for a graduate planner, someone looking to return to work after a career break or an existing Planning Officer looking to broaden their experience. It offers the opportunity for a great work-life balance for the successful candidate.
Spelthorne is located in North Surrey and borders London and Heathrow Airport so we encounter a range of issues, including high levels of housing need, including affordable housing, pressure to release Green Belt for development, flooding, a broad mix of employment uses and the regeneration of our key town centre, Staines-upon-Thames. In a time of change for Planning and local government reorganisation the post will involve a diverse range of work, including playing a key role in supporting the work of the Strategic Planning Team in a diverse range of strategic projects.
The successful candidate will need to have a flexible approach to work and have excellent engagement, problem solving and communication skills with a good knowledge of the Local Plan system and relevant legislation. Web-based skills and experience of using GIS, consultation and engagement software would be a particular advantage.
This post is identified as a hybrid post supporting both office and home working in line with Spelthorne Borough Council’s policy. The post holder will be required to attend the office in line with a rota and any service requirements.
The ability to converse at ease with customers and provide advice in accurate spoken English is essential for customer facing posts.&nbsp; These posts fall within the scope of the Code of Practice on English language requirement for public sector workers.&nbsp; The Council, therefore, has a statutory duty under Part 7 of the Immigration Act 2016 to ensure that post holders have a command of spoken English sufficient for the effective performance of the job requirements. Key outputs of the team in recent years have included leading on the pioneering London Infrastructure Mapping Application, regulatory reform, and local area energy/water planning.&nbsp;
About the role&nbsp;
A key focus of the ICS is deploying the dig-once approach to streetworks—where utilities, telecoms, boroughs and others reduce disruption across London by digging up the road, together. This is a major shift as we transition to making this way of working ‘Business As Usual,’ thereby improving air quality and well-being for Londoners.
Your focus will be on managing a portfolio of collaborative streetworks projects, making use of strong project management, organisational and communication skills to take collaborative streetworks projects from ‘start to finish’, and reporting on them to management, funders and stakeholders within industry. This is a critical delivery role within a fast-moving team, with high levels of external engagement, especially with utilities, contractors and highway authorities. The right candidate will be able to manage an evolving pipeline of projects, by laying out a plan, proactively engaging stakeholders, and overcoming delivery roadblocks with problem solving and sensitive, persuasive communication. Project reporting to internal and external stakeholders, ie communications, governance and record keeping are also critical components in the day-to-day delivery of the Streets programme.
The right candidate will be able to engage with technically complex issues, articulating concepts and solutions to a wide range of audiences. You will feel confident in taking responsibility for a set of projects and their outcomes. Although a technical background is not expected, an ideal candidate would have a degree or work experience related to infrastructure. The role would benefit from someone who proactively looks for opportunities to champion sustainability and better ways of working.

What your day will look like
-Leading on providing thinking on people, political sensitivities and process on collaborative streetworks projects, including overseeing external consultants and internal team members.
-Achieving high-quality solutions to challenges encountered with the Streets service’s collaborative streetworks pipeline by working with partners to problem solve sensitively - challenges will include relationship management across utilities and Highway Authorities, meeting and reporting on funder and Mayoral objectives, process efficiencies improvement across pipeline management and data tools, and resource management across internal delivery staff and collaboration specialists at utilities.
-Leading programme reporting to capture and develop best practice, communicating successes and new concepts to industry, recording case studies, and promoting the team’s work to influence industry beyond the timeframe of the current funding.
-Providing expert insight to the team into utilities’ business processes, constraints, and related topics.
-Championing innovation, setting an industry standard in terms of collaborative working within the Streets team, within the GLA, and with both utilities and Highway Authorities.

Good Growth is the Mayor’s guiding principle for the built environment and sets the direction of the London Plan and all related Mayoral decisions, investments, strategies and policies. Good Growth acknowledges that Londoners will not accept growth at any cost. Growth of our built environment must be socially and economically inclusive, physically accessible and environmentally sustainable.
The programme draws together and promotes efforts being made across the Greater London Authority Group to support quality and inclusion in the built environment. With the support of the Mayor’s Design Advocates, it has had major successes: setting standards for excellence, extending the practice of design review, and supporting cross-industry action to make the built environment sector more diverse and representative. This programme is calling upon the architecture, design, planning, built environment and sustainability sectors to support Good Growth in London.

Key Responsibilities:
·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Collaborate with GLA Group staff to enhance the built environment through various projects and policies.
·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Provide expert advice and support, ensuring inclusivity and sustainability in design.
·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Represent the Mayor and uphold the highest professional standards.
Eligibility:
·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;You must be eligible to have the right to work in the UK.
·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;A commitment of around 3-7 days per year, with a remuneration of £600 per day.
Term of Appointment:
Up to four years (subject to review), starting Autumn 2025, with a comprehensive induction provided.
Selection Criteria:
·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Minimum 5 years of relevant experience in the built environment with skills of promoting high quality and sustainable design.
·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Strong advocacy for equality, diversity and inclusion.
·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Ability to bridge the gap between the sector and GLA Group.

You will work alongside and provide specialist advice to colleagues in Development Management on all aspects of development affecting the historic environment to ensure that a high quality of place results from development proposals and applications in the borough.&nbsp; The role will involve liaising with other Services, elected Members, members of the public and applicants at both application and pre-application stage.&nbsp;You should have experience of working in a Local Authority and of providing advice on planning applications and appeals relating to Listed Buildings, Conservations Areas, Registered Parks and Gardens and their settings.
