Job Introduction

Lincolnshire County Council is establishing a new Strategic Commissioning function, within our Adult Care Directorate. We are ambitious about our plans to invest and develop, an innovative function, to drive the delivery of best outcomes for the people of Lincolnshire.

To do this, we are seeking a key member of the strategic commissioning leadership team, who will bring effective leadership and influencing capabilities at a system level, significant strategic commissioning experience, including leading a team, in a dynamic environment, to deliver best outcomes for people.

The successful candidate will collaborate with a wide and diverse range of strategic partners and stakeholders across the whole of the county and beyond, on all aspects of adult care to drive transformation, secure market sustainability and diversification in a manner which successfully improves outcomes and is in line with statutory duties, national policy and local priorities.

Responsible for establishing and leading a new high performing team and cutting-edge approach for adult social care commissioning which successfully translates strategic intent into sustainable, value‑for‑money outcomes-based provision that meets current and future needs

What we are looking for:

  • Relevant professional degree level qualification or equivalent knowledge and senior level experience within Adult Care or a similar integrated end-to-end commissioning role.
  • Significant proven senior leadership experience of multidiscipline teams across strategic services encompassing large, complex and cross-cutting programmes, which successfully translate strategic intentions into innovative, affordable commissioning solutions.
  • Excellent interpersonal, relationship and communication skills with the ability to collaborate, persuade, negotiate and influence at a senior level and with partners, stakeholders and care markets.
  • Experience of setting objectives, strategic planning and prioritisation, with the ability to establish a high performing supportive culture which promotes creative thinking, identifies improvement opportunities and successfully leads, implements and embeds change.
  • Highly developed analytical ability to interpret and communicate complex information and data to inform creative decision making along with effective budget and financial management.

A Smarter Working Employer

You will be given a nominated contractual work base and you will be required to commute to this work base when necessary. Salary range
