HR Systems Officer

HR Systems Officer

HR
£42,771 - £46,968 per year
We are looking for a proactive, detail-oriented and technically minded HR Systems Officer to support the day-to-day operation, configuration and continuous improvement of the Council's HR and Payroll systems.
This is a pivotal role within our HR service, ensuring the integrity, accuracy and effective performance of our people systems. You will provide first and second-line systems support, maintain organisational structures and workflows, manage system security and data quality, and deliver accurate reporting and management information that supports both operational delivery and strategic decision-making.
Working closely with colleagues across HR, Payroll, ICT, service areas and external suppliers, you will play a key role in system developments, testing, process improvements and the successful delivery of innovative technology solutions that enhance the employee experience and support organisational objectives.

About You

You will have a strong systems mindset and enjoy working with data, processes and technology to deliver efficient, high-quality services. You are naturally analytical, highly organised and able to balance competing priorities while maintaining exceptional attention to detail.

You will bring:

  • Experience working with HR, Payroll or other business-critical systems within a complex organisation.
  • Strong data analysis and reporting skills, including advanced Excel and experience using reporting tools such as Power BI, Business Objects or similar.
  • Experience maintaining system structures, workflows, forms, security permissions and user access controls.
  • Confidence in investigating and resolving system issues, supporting users and escalating complex problems where required.
  • Experience carrying out data validation, auditing, testing, bulk uploads or system quality assurance activities.
  • Strong communication skills, with the ability to explain technical concepts and provide training and support to non-technical users.
  • A methodical approach to problem-solving, with the ability to identify opportunities for improvement and implement effective solutions.
  • A good understanding of data governance, confidentiality and GDPR principles.
We are seeking someone who is collaborative, customer-focused and committed to delivering an excellent service. You will be passionate about using technology to improve processes, enhance user experience and support business change, while ensuring our HR and Payroll systems remain accurate, compliant and fit for purpose. Please note: If you are an internal applicant, this role will be offered on a secondment basis.

Recruitment Information
Hillingdon Council operates a guaranteed interview scheme for candidates with disabilities that meet the essential criteria for the role and wish to be considered under this scheme. We believe in the option to choose, so candidates declaring a disability have the choice to opt in for consideration under this scheme, on a ‘per application’ basis.

We are committed to safeguarding and promoting the welfare of children, young people and vulnerable groups and expect all staff and volunteers to share this commitment.

Some posts are subject to The Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (Amendment) (England and Wales) Order 2019 and it will be necessary for a submission for Disclosure to be made to the Disclosure and Barring Service.

In addition to verifying Right to Work in the UK and a new starter health questionnaire, the post is subject to the following pre-employment screening:

Please note: Priority will be given to those at risk of redundancy within Hillingdon Council. Current employees who are part of the redeployment pool must meet the essential criteria for shortlisting to be prioritised.

It may be necessary due to a high volume of applications to close this role early. We therefore recommend you apply as soon as possible to avoid disappointment.
