Job summary

If so, these are exciting opportunities to join Counter Fraud, Compliance and Debt (CFCD) as part of their Integrated Risk and Intelligence Service (IRIS).

Background to Role:

IRIS was established to identify and assess new and emerging organised crime risks and threats and to reduce Serious and Organised Crime (SOC), Fraud, Error and Debt (FED) and money laundering losses.

In addition, IRIS aims to enhance capability, internally and externally, by improving flows through better engagement with our intelligence partners including Other Government Departments (OGD’s), Law Enforcement Agencies (LEAs) and the financial sector.

We are recruiting for Intelligence Leaders, including for key roles within the IRIS Intelligence Bureau.

The Bureau Manager will produce regular briefings to keep DWP Senior Leaders informed and up to date on potential secondment and partner opportunities and collaborative activities. This will be a vital, high-profile role to help coordinate efforts to protect public funds and combat SOC and fraud. These posts will report to the Intelligence Bureau Lead for IRIS. You’ll be part of a supportive, inclusive environment where innovation is key, and your contributions are highly valued. Job description

  • Supporting our colleagues in the Bureau with collaborative programmes of activity that are aimed at reducing Fraud/SOC losses.
  • Acting as an ambassador for IRIS and other cross departmental intelligence forums with wide-ranging stakeholders, and liaison internally from CFCD / DWP Operations.
  • Delivering support and inputting to intensification efforts which can span functions and includes triage, research, analysis and assessment.
  • Producing regular briefings to keep DWP Senior Leaders informed and up to date on Bureau activities, highlighting key achievements.
  • Analysing existing output and spotting further opportunities across your network.
  • Support the Intelligence Bureau Grade 7 Lead on ad-hoc priorities and projects that contribute to the continuing development and implementation of the Departments strategy around reducing fraud

Due to the nature of this role, there will be frequent travel and overnight stays.

Person specification

The successful applicants will need to demonstrate the following:

  • Evidence of leading a team in an intelligence capacity within the Serious Organised Crime landscape, including international liaison and with other Law Enforcement and Government partners.
  • Communication of complex information, and producing actionable intelligence packages, able to influence a range of audiences.
  • A proven ability to build collaborative and effective lasting relationships across SOC Operations, Intelligence and/or Criminal Investigations.
  • Experience of leading teams through new project delivery, demonstrating initiative, resilience and a commitment to continuous improvement and professional standards.
  • Experience of delivering high-quality outputs in a fast-paced, evolving environment. You will be organised, proactive, and delivery-focused, able to manage competing priorities and passionate about making a difference.

Desirable skills

  • The ability to speak Welsh is always welcomed. In the event that candidates are tied on scores, the ability to speak Welsh may be used as a tiebreaker. It will not be used as part of the selection criteria for appointment in any other circumstances.

Essential Security Criteria

Please note that the role that you are applying requires National Security Vetting (NSV) to the level – Security Check (SC). Preparing for the Interview

The interview will take approximately 40 to 45 minutes and will consist of technical, behaviour and strength-based questions. A blended interview aims to be more of a conversation offering a more inclusive approach. The questioning explores what you, the candidate, can and have done, but also your potential.

Behaviours

You will be assessed against the Civil Service Behaviours listed at Senior Executive Officer – Level 3.

An example of a behavioural question would be “How did you lead by example to inspire and motivate your teams?”.

It may help to use one or more examples of a piece of work you have completed or a situation you have been in and use the WHO or STAR model to explain:

  • WHO - What it was? How you approached the work/situation? What the Outcomes were, what did you achieve? or
  • STAR - What was the ituation? What were the Tasks? What Action did you take? What were the Results of your actions?

Strengths

It is difficult to prepare for strength type questions. However, you can think through your answers, focus on your achievements and aspects you enjoy and decide how these can be applied in the organisation and role. While strengths questions are shorter and we do not expect a full STAR response, the panel is interested in your first reaction to the question and information or reasoning to support this.

Technical

In addition to the behaviours and strengths, you will also need to demonstrate your technical skills, as listed above, at interview. This will be in the form of questions and will enable you to demonstrate your technical expertise.

Stage 6 – Offer

Once all interviews have been completed, you will be notified of the outcome by email. Offers will be made in strict merit order to the highest scoring candidate first. The successful candidates will be notified of a start date following successful pre-employment and security checks, which is likely to be during February 2027.

Reserve List

A reserve list may be held for a period of 12 months from which further appointments can be made.

Location

Hybrid working​

This role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home. This is a voluntary, non-contractual arrangement and your office will be your contractual place of work. Working pattern

Part-time, part-year, term-time compressed hours and job-sharing working patterns within working hours will be considered but must meet business needs. We will do our best to let people with existing part time contracts retain their contracted hours provided they are in line with current business needs. Please note that successful candidates with agreed alternative working patterns will be required to work full time for specific periods to complete all training and consolidation. Currently initial training can last for up to 3 months.

The full-time working week in DWP is 37 hours. You may be required to work at any time between the hours of: ​

  • 7:45am and 8:00pm on any day between Monday to Friday, and​
  • 8:45am to 5:00pm on Saturday.​

Managers will agree working patterns with successful candidates within these business hours and review these as appropriate. You will be given advance notice of your personal schedule.

However, the nature of the work may require you to work outside of normal hours. The hours worked can be unsociable and prolonged. Whilst we are proactive in planning our work the nature of the role requires us on regular occasions to react to intelligence with little notice.

  • nationals of the EU, Switzerland, Norway, Iceland or Liechtenstein and family members of those nationalities who have made a valid application for settled or pre-settled status under the European Union Settlement Scheme (EUSS)
  • individuals with limited leave to remain or indefinite leave to remain who were eligible to apply for EUSS on or before 31 December 2020
  • Turkish nationals, and certain family members of Turkish nationals, who have accrued the right to work in the Civil Service
