Job summary

We are looking for a Senior Business Case Manager to join us in our critical work to protect the nation from health threats. Successful candidates will be assigned to one of our diverse range of projects or programmes with opportunities for you to lead the development of the business case for multiple initiatives such as:

Major change programmes within UKHSA’s Portfolio, aligned to the organisation’s strategic objectives.

  • Health protection projects or other health initiatives.
  • Technology programmes or projects.
  • Infrastructure programmes or projects.
  • Organisational change / transformation programmes or projects.

We are looking for candidates with experience of business case writing, particularly those with experience of transformational delivery, Government operations reform and/or digital projects.

Job description

As a Senior Business Case Manager, you will prepare, develop and maintain a robust business case, which justifies the necessary investment in the project which will typically be high to very high in complexity. This will determine if the project is desirable, viable and achievable.

This role is a government project delivery profession role and part of UKHSA’s project delivery resource model. It is aligned to the Project Delivery Capability Framework (PDCF) career pathway Business Case Manager G7.

Detailed job description and main responsibilities

  • Oversee the production of the business case by leading the planning, development, and drafting. Provide challenge to expert input where appropriate.
  • Responsible for ensuring the business case follows UKHSA and Treasury requirements and makes use of lessons learned from similar projects.
  • Ensures that all relevant organisational factors for change are incorporated within a comprehensive business case, including clear rationale for preferred options.
  • Develop guidance and provide expert advice to project teams on the requirements and development of the business case, using organisational templates and HMT 5 case model.
  • Present business case rationale to senior leaders and governance boards.
  • Work with key stakeholders to anticipate and mitigate issues and delays whilst engaging with senior leaders.
  • Lead on adopting configuration management techniques to ensure the business case retains validity throughout the project lifecycle, updating sponsors as required.
  • Lead stakeholder engagement to identify, define and quantify benefits. Negotiating to agree the key benefits.
  • Manage key stakeholder relationships to support the production of business cases, ensuring linkage with benefits realisation.
  • Use digital tools and data analytics to develop robust business cases, assess project viability and track benefits realisation.
  • Be an active member of the UKHSA Project Delivery Profession Community.

The job holder will be supported to work towards achieving Government Project Delivery Accreditation where they do not already hold this.

Person specification

Essential criteria:

  • Significant experience of drafting and developing business cases.
  • Experience of identifying, planning and tracking benefits.
  • Detailed knowledge and understanding of governance and approval routeways.
  • Working knowledge of budgeting and cost management, risk and issues management and business change and implementation.
  • A visible leader with experience of challenging and negotiating at a senior level.
  • Strong interpersonal skills, and the ability to develop effective relationships with a wide range of stakeholders, collaborating across boundaries.
  • Experienced in using digital tools and data analysis to make effective decisions.

Eligibility Criteria

Location

This role is being offered as hybrid working based at any of our Core HQs. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQs (Birmingham, Leeds, Liverpool, and London). Our core HQ offices are modern and newly refurbished with excellent city centre transport links and benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).

Salary Information

If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply. Otherwise, roles are offered at the pay scale minimum for the grade, but in exceptional circumstances there may be flexibility if you are able to demonstrate you are already in receipt of an existing, higher salary. Future location

The new facilities will start becoming operational in the mid-2030s, with full completion by 2038. Staff will move in phases as facilities become available.
