About the role

We are seeking to appoint a Finance Manager to the Strategic Finance Service Accounting teams.

The Finance Manager role supports the full range of annual financial cycle activities leading a small team of Finance Officers, reporting to a Finance Business Partner providing strategic financial support.

Finance Managers take a lead role in supporting Heads of Service and other Budget Managers in the review of the budgets for all Council services and organisations that Strategic Finance provide financial support.

Roles and responsibilities include leading on the quarterly budget monitoring, annual budget setting and final accounts closedown for specified services within designated remit of responsibility in line with reporting requirements and timescales.

Preparation of / contribution to reports to members, briefing notes and presentations as required for Directorate leadership teams and/or other meetings, partnerships, boards etc. as relevant.

Responsibility for the timely and accurate completion of government and grant returns as relevant.

Development and maintenance of systems and processes, preparation of technical and operational guidance notes, templates and delivery of financial training.

About You

We are looking for an experienced finance professional to join us. You will be responsible for managing a small team, reporting to a Finance Business Partner.

It is essential to be considered for the role that you be a fully chartered accountant (CCAB/CIMA – with active membership) and have public sector experience.

You will have significant post qualification experience at a senior level of supporting leadership teams, developing and maintaining good working relationships with stakeholders and producing high quality reports for management information and decision making.

You will thrive on working to strict and challenging deadlines and be committed to maintaining the highest professional and ethical standards.

  • Able to work autonomously and seek to drive innovation within delegated authority as well as working well as part of a team.
  • You will have excellent IT skills, in particular being proficient in a range of advanced excel functions. Experience of utilising Finance systems and supporting the development of reporting tools would be advantageous.

Current work arrangements are a minimum of three days per month working in the Civic Centre for team meetings and professional conversations, however, as part of onboarding it is recommended more time in the office initially would be beneficial. Also, instances as required and mutually agreed at key points throughout the annual financial cycle for increased office attendance.
