About the Job

As Team Leader of Regulatory Operations, you will be responsible for leading the team in a target driven environment where quality of service is essential. You will lead key areas of operational delivery, as well as ensuring that VMD’s internal databases remain fit for purpose, highlighting areas for improvement and working with IT colleagues to implement them. A key skill will be your ability to lead the team, collaborate and review systems, processes, and ways of working to gain maximum efficiencies. The Regulatory Operations Team is part of the wider Regulatory Affairs Section, and so you will work with and provide support to the wider function.

Job description

Main duties of the role

  • Manage the work and performance of the Regulatory Operations Team to ensure high delivery of performance in a target driven environment, supporting the team to ensure that they are appropriately trained, motivated and focused to achieve the aims of the team and the VMD.
  • Act as data-owner for the in-house databases, ensuring they remain accurate and fit for purpose. Collaborate with the Project Team during the programme of IT review to define business requirements and drive system improvements.
  • Oversee veterinary medicine packaging assessment to ensure compliance with published standards, design and manage a market surveillance scheme, and develop related procedures, such as implementation of electronic package leaflets.
  • Manage new product registrations and annual confirmation of products marketed under the Small Animal Exemption Scheme.
  • Provide secretariat oversight for corporate VMD meetings, including quarterly Licensing Business Focus Group and Packaging Surveillance Advisory Group meetings. Ensure that the quality management policies and procedures are embedded within the team, and that these are regularly reviewed to ensure compliance.
  • Oversight of the administrative functions and processes in relation to Product Defects and Borderline Products
  • Be responsible for the team’s training and standard operating procedures (SOPs) ensuring that documents are accurate and updated in accordance with internal policy.
  • Identify opportunities for continuous improvement and efficiencies, raising these through appropriate channels and implementing agreed new ways of working to maximise the resource.
  • Provide support to the Head of Section where necessary, highlighting the successes the team achieves and flagging any risks to delivery at the earliest opportunity.
  • Ensure compliance with ISO 9001, ISO 27001, GDPR, and information management standards.
  • Act corporately – meeting, role-modelling, embedding, and championing the corporate objectives and expectations set by the VMD.

  • Is proficient in the use of Microsoft Office 365 packages and can quickly learn in-house software products.

Sift

Scoring for all criteria for the application is from 1 to 7 – A score of 4 and above will progress to interview unless there is a large number of applications, if so an initial sift will be conducted using the CV and Personal Statement . The panel may agree a benchmark score higher than 4 with a rationale for the decision. Any candidates applying under the Guaranteed Interview Scheme who scores 4 or above on all of the criteria will be offered an interview.

Sift and Interview dates

Contract

This role isn’t suited to a home-working contract.

Salary

New entrants to the Civil Service are expected to start on the minimum of the pay band.

If you are new to the civil service, or coming back into the civil service, you will start on the advertised starting salary. You must be in post by 1st April to qualify for that year’s pay rise.

The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.

Working Pattern

Full-time or Part time (80%FTE).

Location and travel

This role will be contractually based at the VMD in Weybridge, KT15 3LS. This is a fixed location; the VMD does not use hubs located elsewhere in the UK.

You will be expected to spend at least 60% of your working time in an organisation workplace with the option to work the remaining time flexibly from home. Organisation workplace includes the VMD office as well as time spent at other locations for meetings, conferences, and field-based activities. This is a non-contractual agreement which is consistent with common Civil Service expectations.

Travel costs to non-contractual workplaces will be subject to departmental travel and subsistence policies. Travel costs to contractual workplaces are the responsibility of the employee.

The successful candidate will be required to carry out all their duties from a UK location and cannot do so from an overseas location unless they have permission to do so.

Residency Requirements and security vetting

All posts require the successful candidate to hold Counter Terrorist Check (CTC) security clearance. Job offers are based on merit. Security vetting will only take place after the receipt of a job offer. Candidates will need to meet the residency requirements of residing in the UK for 3 years prior to the CTC application being submitted.

Reserve List

A reserve list may be held for a period of 12 months from which further appointments can be made.

Near miss

Candidates who are judged to be a near miss at interview may be considered for other positions in Defra which may be at a lower grade but have a potential skills match.

Passport

You must have a valid passport as international work forms part of this role. Therefore, the successful candidate should be prepared to travel overseas if necessary.
