Job Description

Highways Supervisor
Salary: £42,771 - £49,056 per annum (depending on experience)
Closing Date: 24th July 2026 at 5PM
Interviews: week commencing 3rd August 2026

Newham is one of London's most ambitious and diverse boroughs, investing significantly in its highways, transport infrastructure and public realm. Our Highways & Sustainable Transport service delivers projects that improve connectivity, safety, accessibility and the quality of life for residents, businesses and visitors across the borough.

We are looking for an experienced and motivated Highways Supervisor to join our Highways & Sustainable Transport team. This is an exciting opportunity to play a key role in the delivery of a varied programme of highway infrastructure, resurfacing, public realm and development-related schemes across Newham.

Reporting to the Principal Highway Engineer, you will work closely with Project Managers, Highway Engineers and Principal Designers, providing on-site supervision of construction projects delivered under the NEC4 Engineering and Construction Contract. You will be responsible for monitoring workmanship, quality, health and safety, compliance with specifications, and progress on site, ensuring that projects are delivered to the high standards expected by the Council.

The successful candidate will undertake regular site inspections, maintain accurate records and reports, identify and manage defects, monitor materials and construction methods, and work collaboratively with contractors, developers and stakeholders to ensure works are delivered safely, efficiently and in accordance with current legislation, standards and best practise.

We are looking for someone with substantial experience in a Clerk of Works, Site Supervisor or Highways Supervisory role, ideally within highways, civil engineering or public realm construction. You will have a strong understanding of highway construction practices, relevant legislation, quality control processes and site supervision techniques. Knowledge of the Highways Act 1980, New Roads and Street Works Act 1991, Traffic Management Act 2004, and experience working within NEC contracts will be highly advantageous.

Applicants should hold formal training in Civil Engineering and/or building construction disciplines and possess a valid CSCS accreditation. NRSWA accreditation, experience with the Design Manual for Roads and Bridges (DMRB), and knowledge of the Manual of Contract Documents for Highway Works would be beneficial.

This role offers the opportunity to work on some of the most significant highways and urban realm improvement projects in East London while contributing to the delivery of a safer, more sustainable and resilient transport network for Newham's communities.

What you'll bring

  • Experience working in a Highways Supervisor, Site Supervisor or Clerk of Works capacity.
  • Strong knowledge of highway construction methods, specifications and standards.
  • Experience overseeing contractors and managing quality assurance processes on site.
  • Ability to build productive relationships with contractors, developers, colleagues and stakeholders.
  • Good analytical, organisational and record-keeping skills.
  • Competence in Microsoft Office applications and site reporting.
  • Commitment to health and safety, quality, equality and excellent customer service.

Why join us?

At Newham, you'll be part of a forward-thinking organisation that is investing in its infrastructure and committed to delivering excellent services for residents. You'll join a supportive team, work on high-profile projects and have opportunities to develop your professional skills and career.
