Job summary

The Single Unified Safeguarding Review (SUSR) is a high-level policy area responsible for the co-ordination and monitoring of the review process linked to the tragic death or serious injury of an individual.

Working within the SUSR Coordination Hub team, the post will support the implementation of the SUSR process across Wales. It involves work to:

  • develop and influence policies that are aimed at protecting the most vulnerable in society;
  • engage with a variety of key stakeholders including Public Health Wales, NHS Wales Performance and Improvement, Commissioners, Safeguarding Boards, Community Safety Partnerships Boards, WLGA, Criminal Justice Board for Wales, Home Office, Police, VAWDASV, and Women’s Aid to ensure changes to policy and service delivery are made to prevent similar tragic deaths in the future

This is one of two SEO posts (the other post is part-time) in the Co-ordination Hub and will have direct support from the part-time Grade 7 Head of Branch (Strategic Engagement Lead).

Job description

Key tasks:

  • Develop and maintain relationships with key stakeholders, especially with local authorities, police, criminal justice, health and third sector partners to ensure a joined-up approach to delivery of the SUSR in Wales.
  • Provide analytical and policy input to facilitate the work of the SUSR, Wales Safeguarding Repository and SUSR Support Structure, including the preparation and presentation of key reports, thematic learning and good practice.
  • Facilitate delivery of learning dissemination events and Chairs and Reviewers Network with the SUSR team.
  • Deliver a central SUSR dashboard of current reviews, action plans and recommendations, ensuring data input is kept up to date.
  • Co-ordinate the work of the SUSR Support Network, including the Ministerial Board, Strategy Group and Victim and Family Reference group, leading on key items and providing secretariat when required.
  • Provide advice and briefings to Ministers as required.
  • Maintain and develop the list of Approved Chairs and Reviewers (who can undertake reviews) and subject matter specialists
  • Collate relevant data and information to support SUSR Coordination Hub monitoring and evaluation activity.
  • Manage and monitor user registration and access to the Wales Safeguarding Repository to ensure its smooth operation, escalating any issues if required.
  • Develop and maintain governance documentation for the SUSR Coordination Hub and Wales Safeguarding Repository and regularly monitor and review adherence.
  • Contribute to development and delivery of SUSR Coordination Hub delivery and communications plans to ensure the implementation of the SUSR and WSR against key milestones and produce SUSR briefing documents
  • Monitor and evaluate the SUSR process to determine if changes need to be made (for example as a result of practitioner feedback or changes in legislation)
  • Represent Welsh Government with partners including academia, public sector partners, business and voluntary sector in promoting the work of the SUSR.
  • Oversee specific budgets as designated ensuring expenditure is monitored.
  • Undertake other duties as determined by the SUSR Strategic Engagement Lead which are commensurate with the grade.

Key responsibilities:

  • Deliver advice and guidance on complex issues to the point of resolution.
  • Be accountable for service delivery through effective tasking and co-ordination processes.
  • Lead projects as directed by senior managers.
  • Maintain an accurate and accessible contact database for team members in line with General Data Protection Regulations (GDPR).
  • Subject to expansion of the SUSR Coordination Hub, be able to provide day to day line management of employees, including the proactive management of workplace health and wellbeing.
  • Deal with employee conduct, performance and attendance matters in adherence with Welsh Government policy.
  • Effectively analyse performance of the work area, utilising continuous improvement techniques to improve and develop services.
  • Translation of documents, creation of routine letters and other required materials, filing, and maintaining of relevant documents, ensuring accessibility.
  • Inputting invoices and purchase orders, collating corporate credit card expenditure information and keeping a record of income and expenditure.
  • Compliance with the financial regulations of the Welsh Government, including the procurement of goods and services

Some travel to Cardiff on a monthly basis may be required, and other travel from time to time, which may require overnight stays, to attend in-person meetings with SUSR Coordination Hub staff, internal Welsh Government colleagues and on occasion with key external stakeholders.

A reserve list may be held for this opportunity. Any candidate who is successful in being offered a reserve status, will remain on the reserve list for 12 months.

In the event of a large number of applications, an initial sift will be conducted against the lead assessment criterion Experience 1. Candidates who pass the initial sift may be progressed to a full sift or progressed straight to assessment/interview.
