Our Team

Children's Services in Halton are on an ambitious improvement journey, supported by strong leadership, investment and a committed workforce. We are passionate about ensuring children and young people with Special Educational Needs and Disabilities (SEND) receive the right support, at the right time, to achieve their aspirations and outcomes.

We are looking for a dedicated and highly organised EHCP Caseworker to join our SEND Assessment and Provision Team and play a key role in coordinating Education, Health and Care Plans (EHCPs) for children and young people across Halton.


Hours 37 hours per week – flexible working

The Opportunity

As an EHCP Caseworker, you will be responsible for managing a caseload of children and young people with Education, Health and Care Plans, acting as the key point of contact for families, schools and professionals. You will coordinate the assessment, development, implementation and review of EHCPs, ensuring that children and young people receive appropriate support that promotes independence, choice and positive outcomes.

This is a rewarding opportunity for someone who is passionate about improving outcomes for children and young people with SEND and who enjoys working collaboratively across education, health and social care services.

More specifically you will:

  • Manage the planning, development, implementation and review of Education, Health and Care Plans in line with the Children and Families Act 2014, SEND Code of Practice 2015 and other relevant legislation.
  • Act as the key point of contact for children, young people, families and professionals throughout the EHCP process.
  • Coordinate assessments, gather evidence and facilitate person-centred meetings to inform decision-making.
  • Secure appropriate educational placements and provision, including specialist and out-of-borough settings where required.
  • Work closely with education, health and social care partners to ensure effective multi-agency support for children and young people.
  • Lead on annual reviews and monitor progress against agreed outcomes.
  • Support informal dispute resolution and contribute to tribunal preparations where necessary.
  • Prepare reports and present evidence to local authority panels and other decision-making forums.
  • Collect feedback from families and contribute to service improvement activities.

Your Contributions:

We are looking for someone who has:

  • A relevant qualification or experience demonstrating a strong understanding of Special Educational Needs and Disabilities.
  • Experience working with children, young people and families with SEND, ideally within education, health or local authority settings.
  • A sound understanding of the Children and Families Act 2014, SEND Code of Practice 2015 and other relevant legislation.
  • Excellent communication and interpersonal skills, with the ability to build positive relationships and manage challenging conversations sensitively.
  • Strong organisational skills, attention to detail and the ability to manage competing priorities and deadlines.
  • Experience maintaining accurate records and using databases and ICT systems effectively.
  • A commitment to improving outcomes for children and young people with SEND and supporting them to achieve their full potential.

A full driving licence and access to a vehicle are essential, as the role involves travel across the borough and occasionally further afield. Reasonable adjustments will be considered in line with the Equality Act 2010.
