Housing Services in Winchester City Council is going through an exciting period of change and development and, as part of this growth, we are expanding our Anti-Social Behaviour Team with an additional ASB Officer post. This is a newly created role reflecting the Council's continued investment in tackling anti-social behaviour and supporting our communities.

This specialist role will work across the Winchester district, supporting Winchester City Council tenants and communities to tackle anti-social behaviour and improve neighbourhood safety across our housing stock.

The successful candidate will manage a varied and often complex caseload of anti-social behaviour, domestic abuse and tenancy enforcement cases, working closely with residents, Housing Officers and partner agencies to support victims, manage risk and take proportionate enforcement action where required.

This is a varied and rewarding role where no two days are the same. You will work with residents, colleagues and partner agencies to tackle anti-social behaviour, support victims and improve neighbourhood safety across the Winchester district.

The role will involve:

  • Investigating reports of anti-social behaviour, nuisance, domestic abuse and tenancy breaches.
  • Managing complex and high-risk cases from initial report through to resolution.
  • Working in partnership with internal teams including Housing Officers, Tenancy Sustainment, Community Safety and Neighbourhood Services, as well as external partners such as Hampshire Police, Adult and Children's Services, Mental Health Services and support agencies.
  • Using a range of tools and powers including Acceptable Behaviour Agreements, Community Protection Warnings and Notices, injunctions, possession proceedings and closure powers.
  • Preparing witness statements, case files and court documentation and working closely with the Council's Legal Team.
  • Representing the Council at court hearings and providing evidence in support of enforcement action where required.
  • Supporting victims and witnesses and ensuring a victim-centred approach throughout case management.
  • Identifying safeguarding concerns and making appropriate referrals to partner agencies.
  • Providing specialist advice, guidance and support to Housing Officers in relation to anti-social behaviour, domestic abuse, tenancy enforcement and safeguarding matters.
  • Supporting Housing Officers with evidence gathering, case progression and the use of enforcement tools where required.
  • Contributing to the wider work of creating safer and stronger communities across the Winchester district

We are looking for someone who has:

  • Proven experience of investigating and managing anti-social behaviour cases.
  • Excellent communication and investigative skills.
  • Experience of evidence gathering and case building.
  • Experience of working with victims, perpetrators and partner agencies to resolve complex cases.
  • An understanding of risk management, safeguarding and victim support.
  • The ability to work independently, make balanced decisions and manage competing priorities within a fast-paced environment.
  • Professional curiosity, sound judgement and the confidence to ask the necessary questions.

Whilst experience of working within a housing environment would be advantageous, proven experience in anti-social behaviour case management is essential. Housing processes and procedures can be learned, however, the successful candidate will need to demonstrate strong investigative skills, professional curiosity and confidence in having the necessary conversations to fully understand and manage complex and sensitive cases.

This is a flexible hybrid role, with a 50/50 split between office and home working, alongside regular travel across the Winchester district to meet with residents, partner agencies and attend court hearings and external meetings as required.
