As part of our Capability Team, reporting directly to the Capability Programme Lead, you will work alongside other ODMs and other RSD colleagues to deliver key aspects of our L&amp;D strategy for RSD. APHA is an executive agency of the Department for the Environment, Food and Rural Affairs (Defra) and our remit includes identifying, managing, and controlling incidents and outbreaks of endemic and exotic diseases and pests in animals, plants, and bees. We provide unique capabilities and an evidence base for UK government, together with international reference responsibilities. The APHA Wildlife Department is a nationally important centre for wildlife disease management with multidisciplinary skills in epidemiology, statistics, and field ecology. The successful applicant will bolster the department’s role supporting Defra’s policy making and disease outbreak response activities.</p><p>In this role, you will be contributing to the production of advice for government policy and operational teams. This will involve building, maintaining or running models of disease systems that currently, or potentially could involve UK wildlife, and which can impact livestock and people. You will primarily be working with agent-based simulation models to explore the large-scale spread and control of disease, and you will also be collating ecological data on wild host species and disease transmission upon which the models are based. <h4>Job summary</h4>Please refer to Job Description<h4>Job description</h4><p><strong>Overview of the job</strong></p><p>This is a specialist role within the National Security Division (NSD). </p><p>The NSD Specialist Probation Practitioner is required to manage people on probation (PoP) who are Terrorism ACT convicted, Terrorism ACT risk, Critical Public Protection Cases or Serious Organised Crime and pose serious and widespread risk. Management of this cohort is subject to enhanced national standards and intensive co-working with external agencies. </p><p>The NSD Specialist Probation Practitioner is required to provide specialist additional monitoring and contact to those assessed as posing a specific risk of further extreme offending which would cause serious and widespread harm. The NSD Specialist Probation Practitioner is required to do this through liaison with specialist external agencies and have oversight of targeted risk reduction work and intervention. The case load managed by the NSD Specialist Probation Practitioner poses a national security threat and high media profile. </p><p>The NSD Specialist Probation Practitioner reports to the NSD Senior Operational Lead.</p><p><strong>Summary</strong></p><p>The job holder will be expected to be a subject matter expert, directly managing counter terrorism, SOC and CPPC cases. The case load will be made specifically of cases who fall within this remit. </p><p>This work will take place in custody and community settings, as well as in multi- agency environments. The postholder will need to undertake additional specialist training to undertake certain roles, and be security cleared to SC level. </p><p>The postholder is required to cover a caseload across the entire divisional area, this will involve travel by car or public transport. Managing cases of high and very high risk of serious harm which fall under the categories mentioned above. This cohort will be supervised to enhanced national standards, meaning twice weekly contact and additional monitoring alongside regular liaison with external agencies and interested parties.</p><p><strong>Responsibilities, Activities &amp; Duties</strong></p><p>The job holder will be required to carry out the following responsibilities, activities and duties:</p><ul><li>Release planning for TACT, TACT connected/risk, complex cases, critical public protection and Serious Organised Crime cases using enhanced national standards.</li><li>Specialist case management including completion of OASys, response plans, trigger plans, EMS protocols, sentence planning and parole preparation and attendance as well as MAPPA referrals and attendance.</li><li>Appropriate and effective sharing of information and risk and specific briefings, including briefing approved premises staff, DDP mentors, Police, Prison and CTSPP staff to ensure all professionals are aware of risk levels and relevant information. Ensuring sensitive information is shared handled and stored appropriately.</li><li>Building and maintaining multi agency working relationships with external agencies and partners, crucial to appropriate and effective management of this cohort. Agencies will include but are not limited to DDP mentors, CTP, AP staff, children’s services, Local Policing. Job holders are required to have an awareness of these agencies’ cultures and processes and be adept at working with people on probation who have a history of splitting professionals.</li><li>Specialist support, advice and guidance to staff on all aspects of TACT/TACT connected and Terrorist risk offender management within APs and staff working in other settings and agencies e.g. mental health, children’s services.</li><li>Provide professional advice and assessment, including written reports to courts, the Parole Board, other criminal justice agencies and partner organisations.</li><li>Undertake prison, home or other alternate location visits as required. This involves travel by car or public transport across the whole allocated division. Although based within the NPS the post holder is a member of the wider HMPPS L&amp;D team and reports to a Regional Learning Lead.</p><p>The post holder manages the day to day delivery of Probation qualifications at NPS Regional level and provides significant inputs in providing the associated L&amp;D for the NPS. Acting as an independent champion, the AFC provides a direct route for serving personnel and their families to raise concerns about welfare issues that may impact on their service lives and ability to serve.</p><p>The Commissioner subsumes the roles and responsibilities of the Service Complaints Ombudsman for the Armed Forces (SCOAF), providing independent and impartial oversight of the Service Complaints system. The post holder will be a member of the divisional training team in NPS or in HMPPS Wales. The post will be based within one of the NPS divisions or in Wales with some travel outside of that area</p><p>The post holder will report to the Divisional Training Manager/Deputy Divisional Training Manager. The training function is part of the HMPPS Learning &amp; Development Group.</p><p>The post holder works as part of the divisional training team to deliver probation qualifications at local level. This will include co-ordinating the needs of a group of learners and working with them individually and in groups both in the NPS and CRC.</p><p>Regular travel and some overnight stays are an integral part of this role. When required, PTAs will be expected to provide mutual assistance to other parts of HMPPS L&amp;D in order to meet the business need.</p><p>The role is a training function and the post holder will be required to apply their professional skills and specialist knowledge to ensure the effective delivery of probation qualifications and associated professional skills.</p><p>This post will not have line management responsibilities.</p><p><strong>Summary</strong></p><p>Co-ordinate and deliver all aspects of probation qualifications including brokering learning opportunities and monitoring the progress of learners based in NPS/HMPPS in England and Wales and in CRCs. We’re looking for an experienced Principal Asset Manager to help us optimise Enfield’s diverse commercial estate and support the delivery of excellent services for our residents.<br>
You’ll play a key role in managing and maximising income from a substantial commercial portfolio (part of a wider non-housing portfolio of over 1,100 assets, including c.625 commercial properties and a commercial investment portfolio currently generating around £8m p.a.).<br>
Reporting to the Head of Estates, you’ll lead on complex commercial asset management work, provide expert professional advice, and help shape and implement our Strategic Asset Management Plan (SAMP) and Commercial Asset Strategy.<br>
About the role<br>
As Principal Asset Manager you will:<br>

 - Proactively manage a defined commercial asset portfolio (e.g. retail, industrial, rural or mixed-use), ensuring it is fully occupied, well-balanced and delivering optimal return.<br>
 - Lead and manage a wide range of commercial property transactions, including lettings, lease renewals, rent reviews, service charges, landlord consents, dilapidations, breaches of covenant and income/debt management.<br>
 - Identify opportunities to increase income, reduce voids and manage risk, ensuring full market rent is achieved wherever appropriate.<br>
 - Support and challenge colleagues to develop innovative approaches to the use and optimisation of assets, including re-purposing assets and creating new income streams.<br>
 - Work closely with the Head of Estates and Head of Disposals on option appraisals, disposals, acquisitions, development agreements and joint ventures, including business plans for vacant, surplus and retained assets.<br>
 - Contribute to annual asset valuations and ensure compliance with RICS and CIPFA guidance, working closely with Finance on capital accounting requirements.<br>
 - Provide specialist property advice to senior officers and Members, and support major regeneration and development schemes in the borough.<br>
 - Represent the Head of Estates and deputise when required, including attending internal and external meetings, committees and partnerships.<br>

About you<br>
We’re looking for someone who can combine strong technical expertise with confident leadership and excellent stakeholder skills.<br>
You will have:<br>

 - Extensive experience in asset/estate management and commercial/public sector surveying, including valuations, acquisitions and disposals, rent reviews, lease renewals, ratings, compensation and estate management across a diverse commercial or mixed-use portfolio.<br>
 - A proven track record of managing large commercial/investment portfolios to generate growth, maximise income and realise commercial potential.<br>
 - Experience of successfully delivering projects and programmes to time and budget, managing competing demands and external consultants where required.<br>
 - Strong analytical and problem-solving skills – able to interpret complex data, see the bigger picture and make informed decisions.<br>
 - Excellent negotiation, influencing, report-writing and presentation skills, with the ability to explain complex property issues clearly to a range of audiences, including senior officers, Members, partners and tenants.<br>
 - A good understanding of relevant legislation (e.g. Local Government Act, Landlord and Tenant Act, Health &amp; Safety legislation) and sound commercial and financial acumen.<br>
 - The ability to engage, coach and motivate others, setting clear expectations and providing constructive feedback.<br>
 - Experience of working collaboratively across services and with external partners, and an understanding of the political context and role of elected Members.<br>

Qualifications<br>

 - Member or Fellow of the Royal Institution of Chartered Surveyors (MRICS or FRICS) with several years’ post-qualification experience.<br>

You will be part of a leadership team overseeing communications professionals in promoting DHSC policies and priorities, while managing the day-to-day operations of our 24-hour media service, responding to breaking news as well as designing creative, original, and proactive media announcements.</p><p>You should be an experienced communicator with a strong news sense and excellent judgement who can hit the ground running.
