<h4>Job summary</h4>Please refer to Job Description<h4>Job description</h4><p><strong>Overview of the job </strong></p><p>The job holder will work as part of a team providing 24 hour cover at an Approved Premises (AP) including security and monitoring services. The job holder will undertake a full range of work with the offender whilst resident at the Approved Premises. This will include; providing support in contributing to the risk management and sentence plan objectives and reporting any significant changes relating to risk and/or re-offending to any non-compliance within agreed enforcement procedures to ensure that offenders resident at an AP and the fabric of it are kept safe and secure throughout their shift.</p><p><strong>Summary </strong></p><p>The job holder will assist in the well-being and supervision of residents, maintaining discipline, adherence to AP rules, licence conditions, sentence plan objectives specific to residency in the Approved Premises and court orders. In addition, will contribute to the management of residents’ risk. This post will involve substantial out of hours work, both waking night duty and weekend work. The post holder may be required to cover duties at other Approved Premises at times of staff absence.</p><p>In line with PS policies and procedures, the job holder must at all times demonstrate a commitment to equality and inclusion and an understanding of their relevance to the work they do. </p><p>The post holder must adhere to all policies in respect of the sensitive/confidential nature of the information handled whilst working in this position.</p><p><strong>Responsibilities, Activities &amp; Duties </strong></p><p>The job holder will be required to carry out the following responsibilities, activities and duties: </p><ul><li>Contribute to effective team practice, communicate and collaborate effectively with colleagues to ensure consistency of work practices and positive working environment.</li><li>Effectively communicate key risk issues to colleagues at handover and throughout the shift. It will also, at times, require communicating with Offender Managers, Stand-by Manager and partner agencies e.g. Police, Health professionals and drug/alcohol services. </li><li>Undertake regular inspections of the building, including cellars and grounds throughout the period of duty, recording any occurrences/damage or defects, and monitor CCTV equipment.</li><li>Maintain an active presence in the AP at all times. Regularly engage with residents in a pro-social manner. Contribute towards the protection of the residents through observation to ensure adherence to their risk management plans and general wellbeing.</li><li>Actively engage with and monitor behaviour of high risk residents and motivate residents to ensure compliance. Challenge and manage appropriately abusive or aggressive behaviour.</li><li>Contribute to the risk management plans of residents by observing and reporting any significant changes relating to risk and/or re-offending to any non-compliance within agreed enforcement procedures.</li><li>Contribute to the sentence plan objectives of the residents through active engagement in purposeful activities as agreed by the AP Manager and Offender Manager.</li><li>Ensure that the AP is locked and secure during curfew period. Confirm the presence and wellbeing of all residents overnight.</li><li>Facilitate the function of the AP as a first/emergency point of contact out of hours.</li><li>Through observation and/or engagement with residents, provide accurate information, analysis of situation and risk assessment to the Offender Manager and/or escalate to Out of Hours Manager, which may lead to enforcement and/or compliance with court orders, licences, AP rules.</li><li>Support, create and maintain a safe working environment for staff, residents and visitors by adhering to Health and Safety legislation, ensuring Safe Systems of Work (SSOW) and Risk Assessments are followed reporting incidents to Manager.</li><li>Undertake Health and Safety, fire alarm, curfews and room curfew checks in line with procedures.</li><li>Undertake pre-arranged or initiate room searches based on concerns around risk.</li><li>Pack up residents’ possessions as directed.</li><li>Set up and /or deliver purposeful activities linked to residents’ sentence plan objectives as agreed by the Offender Manager and AP Manager.</li><li>Supervise residents’ meals.</li><li>Undertake effective induction of residents.</li><li>Follow prescribed medication procedures including the issuing of medication to residents and both weekly and nightly audit of medication sheets.</li><li>To carry out drug and alcohol tests in line with risk management plan which may include times when job holder believes that the resident maybe under the influence and therefore increase in risk.</li><li>Undertake First Aid if a resident is injured or self-harms.</li><li>Maintain Approved Premises records and files as required, including data entry as necessary and contribute to the completion of incident reports.</li><li>Carry out safeguarding children duties in accordance with the PS statutory responsibilities and agency policies.</li><li>Deal with visitors and telephone calls and monitor the work of visiting contractors in accordance with health and safety.</li><li>Demonstrate pro-social modelling skills by consistently reinforcing pro-social behaviour and attitudes and challenging anti-social behaviour and attitudes.</li><li>To work within the aims and values of PS and HMPPS.</li></ul><p>The duties/responsibilities listed above describe the post as it is at present and is not intended to be exhaustive. SO21 3BP. </p><p>The post-holder will work under the direction of Beat Foresters and Beat Work Supervisors on the following on Beats;</p><p><strong>Micheldever Beat: </strong></p><p>Comprises of mixed woodland from North and East Hampshire from the Thames Basin Heaths SPA and SSSI in the north through to the Hampshire downs which encompasses significant area of PAWS (Plantation on Ancient Woodland) restoration. Much of these woodlands have significant recreational, heritage and conservation value. </p><p><strong>Solent Beat: </strong></p><p>Mixed woodland blocks spread across south central Hampshire and including the Isle of Wight. Forest management includes PAWS restoration, diversifying species and age structure and moving to continuous cover forestry, as well as responding to current tree pests and diseases e.g. Ash dieback. The beat area includes several Sites of Special Scientific Interest (SSSI). It includes several Leasehold woods where public access is limited as well as locally popular woods with members of the public.</p><p>The job-holder will work in a team alongside another Forest Craftsperson and a Tractor driver. This will include, but not be limited to, Education, Neurodiversity, Employment on Release, Work in Prison/Industries, Farming &amp; Gardens.<br>• Work in strategic partnership with the Head of Reducing Reoffending and other Head of Functions across each of their respective responsibilities to maximise education, skills and work opportunities, to reduce reoffending and support with effective prisoner resettlement.<br>• Work with the Governing Governor to maximise Release on Temporary License (ROTL): and develop strategy to support higher volumes of prison leavers into employment on release.<br>• Responsible for managing the quality of education, skills and work (ESW) provision using Ofsted’s Education Inspection Framework criteria, including providing guidance and expertise to the prison’s senior leadership team to ensure the requirements of Ofsted’s inspection framework are prioritised.<br>• Responsible for leading on inspections, including preparation, and driving forward the delivery of actions arising from them. This is where most colleagues will meet to collaborate, both with each other and with stakeholders.</p><p>As we operate across Wales, we also have limited office and collaboration space in Welsh Government offices in Llandudno Junction, Aberystwyth, Swansea and Merthyr Tydfil.</p><p><strong>Main Purpose of the job</strong></p><p>The Investment and Monitoring team is responsible for investing and monitoring a budget in excess of £972m, allocated for the provision of education at further education colleges, local authority maintained school sixth forms and adult community learning, and apprenticeship providers, as well as funding and monitoring other higher education funding streams for teaching, research and innovation. </p><p>The officer role is critical in ensuring the grants system reflects budget decisions made by Medr’s Board and reconciles with the finance system.</p><h4>Job description</h4><p><strong>What you'll be doing</strong></p><p>You will:</p><ul><li>Providing a high level of support and guidance to Project and Policy Managers across Medr, to promote awareness of the organisation’s grant management processes;</li><li>Support Project and Policy Managers in the production of funding publications and grant award letters, ensuring they are issued to providers in-line with Medr standards;</li><li>Upload all grant awards for all tertiary providers onto the grant system, seek approvals and schedule months payments, ensuring a high level of compliance;</li><li>Maintain a live financial payment profile log for all grants across Medr and engage with Project and Policy Managers and Finance Team colleagues, to ensure all required payments can be made in-line with funding schedules;</li><li>Complete and record the results of a detailed set of tests for both Medr’s grants and finance systems, to ensure the systems operate as required. They work across Medr with policy, data and analysis, finance and performance teams to ensure our strategic priorities are funded and offer the very best value for money. They have developed credible and strong working relationships with partners and keep abreast of emerging priorities such as net zero and Welsh language provision. The team will work with both internal and external stakeholders using a co-production approach to refine existing funding methodologies and to design and implement new funding approaches to achieve policy priorities.</p><p>The team includes 13 people who are geographically dispersed within the Development, Investment and Performance Directorate. With direct links into The Chief Environment and Safety Office (CESO) and Capita Fire and Rescue (CFR), you will provide subject matter expertise across the unit. </p><p>This position is advertised at 37 hours per week. </p><h4>Job description</h4><p>The successful candidate will be responsible for the Management and maintenance of the Stations’ Fire Safety Management Systems (FSMS) and Fire Safety Management Plans. You will manage and maintain Stations’ fire orders and fire policies and produce and maintain fire risk reporting dashboards. You will carry out preliminary fire investigation following a fire incident and record on the Defence safety management tool My Safety and ASSURE reporting system. </p><p>The EFFP will oversee a programme of risk-based 1st Party Assurance (1PA), and conduct assurance of fire safety measures in the Stations’ buildings, ensuring that findings of 1PA are managed appropriately, and significant risks are elevated via the risk management tool ASSURE. You will prepare Station documentation for 2PA conducted by Air Command and 3rd Party Audits conducted by the Defence Fire Safety Regulator (DFSR). </p><p>Acting as the intelligent interface for communications from CESO Air the EFFP will organise Fire Safety meetings and prepare information for the wider Functional and Total Safety forums including Executive Level and RAF formations. You will also liaise with Local Authority Fire Rescue Services (LAFRS) and arrange training with LAFRS, where required. </p><p>The EFFP will advise Building Custodians, and Officers in Charge, on the development of building fire orders and evacuation plans and assist with fire evacuation drills, delivering and planning BC training. You will manage and deliver Fire Safety training and oversee and advise on emergency planning. </p><p>Holding a secondary duty of Electro Magnetic Field Officer, the EFFP will ensure risk assessments are carried out across all buildings and to the standards directed by DSTL. </p><h4>Person specification</h4><p><strong>Essential: </strong></p><ul><li>NEBOSH National General Certificate in Occupational Health and Safety or equivalent Level 3 qualification.
