Job summary

Homes England is seeking an experienced technical professional to play a pivotal role in unlocking some of the most complex and high-profile large-scale development projects in the country. This role is based in the Technical Services team.

Working on nationally significant projects, such as New Towns, this is a unique opportunity to influence the delivery of new homes at scale, working on nationally significant projects including new settlements, major urban extensions, and regeneration schemes that will transform places and communities.

Job description

We are looking for a highly skilled professional with extensive experience of working on large-scale, complex developments; and with strong leadership and stakeholder engagement skills.

This role is responsible for providing technical leadership across the full development lifecycle, from initial due diligence through to delivery and disposal, ensuring risks are identified, assessed, and effectively mitigated. The postholder supports efficient, value-driven project delivery by collaborating with internal teams, external consultants, and key stakeholders, driving informed decision-making and maintaining technical integrity throughout.

Person specification

You’ll will have significant experience of working on large-scale, complex development projects, with a proven ability to review and interpret technical reports including flood risk, drainage, ecology, and transport, and advise senior leadership on risks to programme, cost, scope and development strategy.

You will be confident in procuring and managing consultants and advisors, ensuring high-quality outputs that inform robust, evidence-based decision-making and support project viability; and in taking a proactive, solutions-focused approach, helping to unlock sites and support value-driven outcomes.

You will be able to critically assess technical information, identify potential development constraints, and recommend appropriate mitigation strategies. You will also have experience contributing to or leading the preparation and review of technical scopes, tender documentation, and supporting the delivery of infrastructure and enabling works.

Delivering in this environment requires resilience and strong collaboration skills. You will be comfortable engaging with senior stakeholders, both internally and externally, and able to clearly communicate technical issues and their commercial and programme implications, supporting informed decisions that enable successful project outcomes.
