You will provide vital technical expertise and day-to-day support tooperational teams, ensuring L&Q’s portfolio of Higher-Risk Buildings meetsall statutory requirements under the Building Safety Act and secondarylegislation. This crucial role involves conducting thorough compliance audits,reviewing and validating safety case reports, ensuring a robust digital goldenthread of information is maintained and making sure that all steps are taken toassess and manage building safety risks.
This role is essential to ensure compliance with ourlegal duties under the Building Safety Act to manage safety in our higher-riskbuildings. As the regulatory regime continues to evolve, you will provide acrucial 'second line of defence' service. Your proactive oversight will ensurethat L&Q meets its statutory obligations to help keep our residents safe.
You will joinour specialist Strategic Building Safety Team, which sits within the widerCorporate Health and Safety Department. Workingalongside another Strategic Building Safety Advisor, you will report directlyto the Senior Strategic Building Safety Advisor with autonomy to lead onprojects and manage day-to-day activities.

Your impact in the role:
You will:
- Provide a professional advice service on all building safety matters to frontline and operational colleagues as well as senior management.
- Support and monitor the performance of Accountable Person and Principal Accountable Person duties by operational teams, including the completion of building safety risk assessments, implementation of risk mitigation measures, and preparation of Safety Case Reports.
- Oversee the submission of Building Assessment Certificate applications to the Building Safety Regulator, reviewing and validating supporting documentation, including Safety Case Reports and Resident Engagement Strategies, to ensure accuracy, completeness, and regulatory compliance.
- Provide rigorous oversight of construction projects to ensure compliance with the building control regime for higher-risk buildings.
- Develop and maintain policies and procedures which underpins L&Q’s building safety management system to ensure effective management of L&Q’s higher-risk buildings.
- Conduct audits across L&Q’s building safety activities to monitor compliance with L&Q policy and procedures, legislation and regulation.
- Ensure all higher-risk buildings within L&Q’s portfolio as Principal Accountable Person are registered with the Building Safety Regulator and to notify the Regulator about any significant changes to the building that impacts fire or structural safety.
- Liaise directly with the Building Safety Regulator to oversee Building Assessment Certificate applications, manage mandatory occurrence reporting, address compliance notices, and resolve complaint enquiries, attending meetings with the Regulator as required.
- Ensure that a digital golden thread is maintained for all higher-risk buildings where L&Q has dutyholder responsibilities making sure that the information is accurate and accessible to meet all regulatory requirements.
- Providing expert guidance and training to enable operational teams and colleagues to perform Accountable Person and Principal Accountable Person duties, including the accurate reporting of building safety incidents under the mandatory occurrence reporting system.
- Support the Senior Strategic Building Safety Advisor in preparing responses to government consultations on building safety policy proposals, working collaboratively with colleagues and stakeholders as required.
- Monitor the progress and performance of L&Q in discharging its duties under Part 4 of the Building Safety Act, including risk assessments conducted, safety case reports progress, mandatory occurrence reporting and tracking enforcement notices.
Key relationships:
- Collaboration is at the heart of this role. Internally, you will collaborate with frontline, operational, and project delivery teams. Externally, you will manage high-level engagement with the Building Safety Regulator, participate in industry forums, and collaborate closely with other Accountable Persons, managing agents, and the Fire and Rescue Authority.
As a Strategic Building Safety Advisor, you will play a key role in supporting the Corporate Health and Safety Team to achieve its objectives by ensuring L&Q meets its statutory duties as the Accountable Person and Principal Accountable Person under the Building Safety Act.
Acting as a vital second line of defence, you will provide oversight, assurance, and strategic guidance to support the effective management of higher-risk buildings.
Through monitoring compliance, challenging performance, and driving continuous improvement, you will help ensure the safety of residents and the ongoing compliance with our regulatory obligations.
What you'll bring:
- You will have achieved or working towards a CIOB Level 4 Building Safety Management Certificate (or equivalent)
- You will have experience in fire and/or building safety, ideally gained within the housing sector and at a similar level of responsibility. Experience of developing, implementing, reviewing and auditing policies, procedures and management systems is highly desirable, together with a proven ability to engage and consult with stakeholders and design and deliver effective training and awareness programmes.
- You will possess a strong working knowledge of the Building Safety Act 2022, associated secondary legislation and regulatory guidance, alongside a broad understanding of building safety and fire safety legislation, including the Regulatory Reform (Fire Safety) Order 2005. You will be confident in interpreting legislative requirements and applying them in practice to support compliance, risk management and continuous improvement.
- You will have excellent communication skills to advise, collaborate and support operational colleagues. This will include conducting audits, delivering training, collecting data, and publishing performance management reports.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint, and SharePoint) is essential, as you will use these applications to communicate building safety information through reports, guidance, procedures and delivering training.
- You will be a proactive and collaborative team player with a practical, solutions-focused approach and a commitment to promoting a positive building safety culture across L&Q. You will also demonstrate a commitment to continuous professional development, maintaining and enhancing your knowledge of building safety legislation, regulation and best practice.
