Job summary

The Home Office works to build a safe, fair and prosperous UK. We achieve this through our work on counter-terrorism, policing, crime, drugs policy, immigration and passports.

The Chief Operating Officer Group works closely with the Home Office’s policy and operational commands to enable us together to deliver the department’s priorities.

The group is comprised of different teams and professional functions, including Commercial, Finance, People, Portfolio and Project Delivery, Security, Estates and Information and Digital, Data and Technology.

This role is responsible for processing pass, warrant, and ID card applications, ensuring all items are issued in full compliance with current policy and security standards. You will manage access control requests and deliver a responsive counter service, supporting staff and visitors with a wide range of security‑related enquiries.

The post is well‑suited to individuals who can work flexibly, adapt to changing priorities, and demonstrate a proactive, solution‑focused approach. The successful candidate will be able to use their initiative and, when required, work with minimal supervision.

This is an office‑based role at Liverpool -The Capital. Hybrid or remote working is not available.

Job description

Key Responsibilities

  • Process pass, warrant, and ID card applications, ensuring all items are issued in accordance with current policy.
  • Manage the Pass Team counter on a rota basis, supporting pass application sessions and responding to general security‑related enquiries.
  • Maintain effective oversight of the joint Pass Enquiries mailbox, ensuring all queries are resolved within agreed service level agreements (SLAs).
  • Provide administrative support to the wider Physical Security Team, including telephone handling, responding to pass and access queries, and managing incoming post.
  • Process access control requests across the Home Office estate, ensuring timely and accurate updates.
  • Undertake other duties appropriate to the grade, as required.

Working Pattern

Due to the business requirements of this role, it is only available on a full-time basis.

Training

You will receive full training and support to do the job. Training takes place on the job with a mentor who supports you until you are fully confident in the role. Essential Criteria

We are seeking a motivated and professional individual who can demonstrate:

  • Excellent written and verbal communication skills, with confidence engaging with staff, contractors, and visitors at all levels.
  • Ability to work at pace in a busy, front‑facing office environment, managing high volumes of queries and applications.
  • Strong organisational skills, with the ability to prioritise effectively and manage competing demands.
  • Flexibility and the ability to adapt to changing priorities, sometimes at short notice.
  • Competence in Microsoft Office 365, including Outlook, Excel, Word, and PowerPoint.
  • Ability to use initiative and work with minimal supervision when required.
  • Commitment to maintaining confidentiality and handling sensitive/security‑related information appropriately.

Desirable Criteria

  • High level of attention to detail and accuracy, particularly when processing sensitive personal data and security documentation.
  • Experience working in a security, customer service, administrative, or office‑based environment.

Selection process details

After submission of this first stage, you will be invited to complete the following Civil Service Judgement test(s).

  1. Online Test – by Thursday 30th July 2026.

If you successfully pass the Civil Service Judgement test(s), you will be invited to complete the full application form. Please complete the online test(s) as soon as possible (within 24-48 hours is recommended). If you fail to complete the online test(s) or full application before the deadline, your application will be withdrawn.

You cannot complete the tests on a mobile phone or tablet.

Please note: Our online test supplier will be performing scheduled maintenance between 4 p.m. and 7 p.m. on Sunday 19/07/2026. You will be unable to access tests during this period.

If you are in the middle of a test when the maintenance begins, your progress will be paused. You will be able to resume your test from where you left off via your application centre once the downtime has ended. Please note that you will not be able to launch any new tests while the system is offline.

Following successful completion of your test/s, you will then be asked to complete the full application form.

2. Application – by Thursday 30th July 2026.

As part of the application process, you will be asked to complete:

  • CV
  • Personal Statement (maximum 500 words).
  • Evidence of the Lead Behaviour 'Making Effective Decisions' (maximum of 250 words).

Your CV should consist of your career history, qualifications and skills/experience [amend as relevant], including any key achievements in each role. Your CV will be scored against the experience required for the role as noted within the essential criteria.

The Personal Statement should be aligned to and demonstrate how you meet the skills and experience set out in the essential criteria, detailed in the job description.

3. Sift – Monday 3rd August 2026.

The sift will be held on the Personal Statement, CV and Lead Behaviour, as listed in the advert.

Should a high volume of applications be received, an initial sift will be conducted on the Personal Statement. Candidates who pass the initial sift will then be progressed to a full sift that will consist of all the remaining elements submitted (CV / Lead Behaviour). Candidates who fail to meet the minimum pass score for the initial sift will not have their remaining submitted elements scored and will only receive a sift score for that assessed at the initial sift.

4. Interview – Monday 24th August 2026.

If you are successful at sift stage, you will be invited to an interview that will be Behaviours (as listed in the job advert) and Strength based questions. All Behaviours listed in the selection process will be scored at the interview.

The interview will take place via Teams. Candidates will be required to have access to:
