Are you ready to take a leading role in one of London’s most innovative heat network programmes? We are looking for a skilled and driven professional to help shape the future of low‑carbon energy in Islington.

As Heat Network Engineering & Operations Manager, you will play a central role in ensuring the council’s flagship heat networks are technically robust, financially sustainable and delivering real benefits to residents. This is a unique opportunity to combine engineering leadership with operational and commercial oversight in a role that has tangible impact on climate action, energy costs and fuel poverty.

What you’ll be doing

  • Lead the technical direction, performance and long‑term optimisation of the Bunhill Heat Networks
  • Oversee the delivery of engineering projects from concept through to commissioning and handover
  • Manage live network operations, ensuring reliability, efficiency and compliance
  • Performance manage contractors and drive continuous improvement across O&M contracts
  • Provide commercial and financial oversight, including budgets, cost recovery and value for money
  • Support corporate energy management activities, including procurement, billing and carbon reporting

What we’re looking for

  • Strong background in mechanical or building services engineering, ideally within heat networks or low‑carbon systems
  • Experience delivering engineering projects alongside managing live operational assets
  • Knowledge of energy systems, performance optimisation and contractor management
  • Understanding of energy procurement, billing processes or financial oversight in an operational context
  • Ability to analyse data, manage risk and make sound technical and commercial decisions
  • Strong communication skills, with experience engaging a range of stakeholders

About the team

You’ll join the Energy Services Team within the Climate and Environment directorate, working closely with the Head of Energy Services and a small, specialist team responsible for the council’s heat networks, energy procurement and carbon reduction programmes. The team plays a critical role in delivering Islington’s climate commitments while ensuring the effective operation of complex energy infrastructure.
