Job Description

Organisation: Leicestershire County Council

Work Location: County Hall, Glenfield, LE3 8RJ

Salary: £28,605 (Grade 8) - £42,699 (Grade 11) (subject to work completion) Pro rata for part time (pay award pending)

Working Hours: 37 hours per week, Monday to Friday

Contract Type: Fixed term for 5 years

An exciting opportunity has arisen to follow the Transport Planning Society (TPS) approved Professional Development Scheme (PDS) at Leicestershire County Council with a view to becoming an Access Officer specialist. In doing so, the necessary practical experience will be gained to becoming both, a qualified Chartered Transport Planner within the Department and a competent forecaster working in our transport modelling team. We are seeking someone to assist in the provision of a broad range of transport modelling, analytics, research and intelligence services to the County Council. You will be based in our Access Team but will undertake a series of placements in other teams in order to gain wider experience and to progress the TPS PDS.

About the Role

This specialist role sits within the Public Rights of Way (PROW) team and is designed to support the development of a future Access Officer through the Transport Planning Society professional development scheme. The postholder will gain experience in delivering statutory duties related to the management and protection of public rights of way, including legal orders, inspections, and stakeholder engagement. As part of your development, you will undertake placements across transport teams, including a mandatory period to gain transport modelling experience in the Network Data and Intelligence (NDI) team, to build a broad understanding of transport planning and data-led decision making.
You will attend training programmes, seminars and educational courses or evening courses to attain the nationally recognised Transport Planning Qualification whilst meeting the needs of the service.

You will maintain training records in accordance with the requirements of the approved training course.

You will need to comply with all the authority and departmental policies, management systems, procedures and working practices.

You will undertake such other duties as might be required by other officers deemed appropriate with your experience and position in the training programme.

Subject to career progression you will be responsible for analysis and provision of all traffic and transport data required to support the Council’s transport policy and strategy, transport programme development, highway development management, transport modelling and planning functions.

You will be responsible for protecting and managing information securely, and reporting breaches, or suspected information security breaches, in line with Council policies.

This role is a 5-year fixed-term contract. This is a career grade post starting at G8. It is expected that staff will progress through grades subject to professional development evidence and progression on the Transport Planning Society Prelesional Development Scheme. It is expected the applicant will attain the G11 level of competence and the TPS End Point assessment within this 5- year contract. At the end of the training period, you will be expected to have attained the level of competence to apply for a permanent role, to continue your transport planning career.

About You

To apply for this post, you must:

  • Have a degree (or equivalent qualification) OR demonstrable relevant experience in transportation equivalent to the above qualification.
  • Experience Working with large / complex datasets
  • Have clear communication and presentation skills, including the writing of technical and non-technical reports.
  • Able to analyse and collate information accurately and in an appropriate format in order to present conclusions and recommendations. Analytical and methodical approach to solving complex problems

  • Have excellent IT skills in the use of Microsoft Office products including PowerPoint, Word & Excel (or equivalent)
  • Be able to adapt to varying workloads and priorities, work to tight timescales and to agreed targets.

It should be noted that career progression within this post is subject to the postholder achieving the relevant TPS requirements and competence and experience detailed in the Career Progression Requirements Table.
