Senior Programme Support and Quality Officer

The starting salary for this role is £48,698 per annum, working 36 hours per week.

This role is a fixed term contract opportunity up until March 2029.

We are looking for an exceptional person to join our Economy and Growth team to take a lead role in ensuring our supported employment services work to a high quality, and meet our grant funding requirements.

You will be expected to attend the office one day a week in Woodhatch Place, Reigate (usually Tuesday). You will report directly into the Supported Employment Services Manager and you will be expected to work horizontally across the wider Economy & Growth function of over 80 people.

About the Team

Surrey County Council established a new service within our Economy and Growth team to deliver supported employment programmes, including Connect to Work and WorkWell. We are now growing the team, and this is an exciting opportunity to be help deliver the best results for Surrey businesses and residents by contributing to a capable and competent local workforce.

Connect to Work and WorkWell are key elements of our Get Surrey Working plan, and part of a broader range of programmes managed by the Economy and Growth team aimed at addressing skills gaps, responding to employer need and driving local growth. The Senior Quality and Programme Support Officer will work across the whole Economy and Growth team to ensure the best outcomes are delivered for our residents.

We are committed to the cross-team consolidation of activity across our area of work and therefore the full integration of these programmes, both with each other and into the wider team, is the fundamental principle on which the post will operate. By working in this way, you will lead the delivery of seamless employment support services through a single coherent front door of support for residents, businesses and employers.

About the Role

As the Senior Quality and Programme Support Officer, you will support the Supported Employment Services manager to set and monitor adherence to service standards for Connect to Work and WorkWell. You will also lead on ensuring that our Connect to Work programme meets the fidelity expectations for both our in-house IPS service as well as our outsourced SEQF provision.

You will manage a small team of Programme Support Officers to ensure that data is correctly captured and reported. You will also support our in-house IPS and outsourced SEQF provisions to prepare for fidelity audits. This will involve leading on self-assessments of both services, reviewing evidence provided and producing feedback to the services on how to improve their alignment with fidelity.

In addition, you will support Team Leaders across our Supported Employment function with caseload reviews to identify areas for continuous improvement. They will also provide training and support to frontline staff on delivering high-quality and fidelity compliant services.

Shortlisting Criteria

In order to be considered for shortlisting, your application will clearly evidence the following skills and align with our behaviours:

  • Success in driving continuous improvement in supported employment programmes, and a demonstrable ability to motivate teams to achieve excellent results.
  • In-depth understanding of the IPS and SEQF fidelity scales, and the ability to translate this understanding into supporting a team to prepare for self-assessments and external audits.
  • The ability to analyse and interpret data, and to produce clear and actionable reports, translating complex information into clear and concise communications.
  • The ability to use a customer relationship management system effectively, ensuring adherence to data protection and data security best practice.
