Job summary

The Parliamentary Commercial Department (PCD) is looking for motivated and talented Commercial Managers to join our growing commercial function. These opportunities sit across a few commercial specialisms, offering the chance to work on a diverse range of procurement projects that support the work of UK Parliament.

PCD is responsible for commercial strategy, procurement delivery, commercial governance, and contract and supplier management across Parliament. As a Commercial Manager, you will act as a trusted commercial partner, working closely with stakeholders across the organisation to understand business needs and deliver effective procurement solutions. You will lead or support end-to-end procurement activity, provide commercial advice, help drive compliance with procurement legislation and internal governance, and contribute to the delivery of category and commercial strategies.

Job description

This is a varied and rewarding role where no two projects are the same. You'll work with a diverse range of stakeholders, manage competing priorities, and play an important role in delivering successful commercial outcomes that support Parliament's strategic objectives. You will also have the opportunity to build your commercial expertise, develop your career and gain unique insight into the workings of one of the world's most recognised democratic institutions.

The different types of commercial specialism are set out below and indicate a minimum requirement as detailed in the job description.

Works Category:

A basic level knowledge of the principles of the NEC4 suite of contracts.

For ICT, Works and Indirects Categories:

The successful candidate will have a basic understanding of the common commercial considerations when drafting contracts.

This role is offered on a hybrid working basis, with an expectation of you spending 40% of your time in the office in line with House Administration requirements.

Person specification

  • You may have level 4 CIPS, equivalent experience or other relevant qualifications.
  • Experience in procurement, with commercial experience, where key achievements can be demonstrated. Knowledge of Procurement Legislation (Public Contracts Regulations (PCR) 2015 and Procurement Act 2023).
  • For Works Category only:
    • A basic level knowledge of the principles of the NEC4 suite of contracts.
  • For ICT, Works and Indirects Categories:
    • The successful candidate will have a basic understanding of the common commercial considerations when drafting contracts.
  • Experience of working at varying levels with internal and occasionally external stakeholders. Ability to develop rapport with colleagues and contacts, utilising negotiating and influencing skills to produce a positive outcome.
  • Well organised, methodical approach to work with an ability to prioritise and multitask. Ability to learn quickly and exercise initiative and seek ways to improve service.
  • Good IT skills and a strong commitment to the use of IT including E-tendering systems. Experience at using systems to generate management information/reporting to drive decision making.
  • Ability to work quickly under pressure maintaining a high standard of accuracy and detail. Proven analytical and research skills that can be applied to several different challenges and scenarios.
