Job Introduction

Lincolnshire County Council is seeking a motivated and collaborative Contract Officer to join our supportive and ambitious Connect to Work team.

Connect to Work is a government-funded Supported Employment programme designed to help people facing barriers to work access sustainable employment.Working collaboratively with partners across Greater Lincolnshire, we connect employment, skills, health, social care, public and voluntary sector services to deliver joined-up support that transforms lives and creates positive outcomes for both participants and employers.

As a Contract Officer, you will support the successful delivery of the programme by managing relationships with delivery organisations, monitoring performance, supporting participant referrals and helping to drive continuous improvement across the partnership. You will work closely with providers to ensure the programme delivers high-quality services and achieves its objectives.


What you'll be doing

  • Managing a caseload of contracted delivery organisations.
  • Supporting contract management and performance monitoring activities.
  • Analysing performance information and identifying opportunities for improvement.
  • Supporting participant triage and referral processes.
  • Building and maintaining productive relationships with partners across the employment, skills, health and voluntary sectors.
  • Coordinating and delivering continuous professional development activities for delivery partners.
  • Supporting the ongoing development and growth of the Connect to Work programme.

You'll be based in Lincoln with regular travel across Greater Lincolnshire (Lincolnshire, North Lincolnshire and North East Lincolnshire). This role involves frequent face-to-face engagement with delivery partners and stakeholders at locations across the region, alongside hybrid and virtual working.

  • Experience of contract management, programme delivery or performance monitoring.
  • Excellent stakeholder engagement and partnership-working skills.
  • Strong organisational skills and attention to detail.
  • Ability to analyse information and support evidence-based decision making.
  • Confidence in working independently and collaboratively across multiple organisations.
  • A commitment to improving outcomes for people facing barriers to employment.
