Job summary

If you’re interested in making a difference to people’s lives, the Treasury can offer you an exciting opportunity to influence decision making that affects the whole of the UK. Working at the heart of government, we collaborate across government to promote responsible public spending and drive strong and sustainable economic growth.

Our work ranges from protecting customers through the regulation of the financial sector, helping to reduce carbon emissions and creating a greener economy, to promoting British trade around the world and supporting people across the country on jobs, growth and more.

We are part of the Darlington Economic Campus, a cross-government hub bringing people together to tackle key national issues while working closer to the communities we serve.

Job description

The Threat Assessment branch plays a pivotal role in shaping OFSI and HM Government’s operational strategy for sanctions implementation. Through high-quality analysis and reporting, the team supports a more intelligence-led, proactive approach to compliance and licensing within OFSI.

Key responsibilities:

As a Higher Intelligence Analyst, you will undertake a range of tasks and responsibilities including:

  • Developing core intelligence products to inform a cross-Government strategic approach by analysing and producing reports on the overall sanctions landscape, breaking down issues and risks by regime, sector, transaction type and payment route and producing specific situational reports.
  • Developing processes to facilitate a dynamic threat assessment that produces regular and ad hoc intelligence reports on current and future threats to inform operational strategy utilising a variety of data.
  • Reviewing and establishing systems for sharing strategic intelligence with other Government departments and enforcement partners at all security levels.
  • Identifying gaps and opportunities in intelligence to inform future OFSI intelligence development and facilitate proactive prevention and enforcement of breaches.
  • Link with intelligence analytical partners across Whitehall to embed best practice and ensure that financial sanctions requirements are considered in threat assessments, risk response planning, country action plans and other analytical products.

Person Specification

Essential criteria:

  • Strong analytical skills, with the ability to develop and analyse information across a range of sources, think creatively and independently to arrive at supportable conclusions when sometimes data is incomplete.
  • Excellent communication skills, with the ability to distil complex detail into clear recommendations and be able to explain and defend those recommendations in writing and verbally.
  • Ability to build and maintain effective working relationships with a wide range of internal and external stakeholders, ensuring clear communication, collaboration, and the successful delivery of shared objectives.
  • Ability to manage competing priorities and work effectively under pressure, delivering high-quality outputs within tight deadlines.

Desirable criteria:

  • Experience/knowledge of data science is desirable but not essential.
  • Previous experience in financial sanctions, counterterrorism, intelligence, or analytical roles is desirable but not essential.

Owing to the sensitive nature of this post, it is only open to UK Nationals and candidates will require Developed Vetting security clearance if not already held. Candidates are able to start in post with SC security clearance.

If you would like to speak to the hiring manager informally prior to the closing date, please contact the team at ofsi@hmtreasury.gov.uk
