Job purpose We are seeking an Asbestos Surveyor to join the Compliance Service within Building Services of the Housing, Neighbourhood and Building Services (HNB) Directorate. The role will have responsibility for asbestos management across our varied 17,000 housing portfolio and 900 corporate buildings. Candidates must be enthusiastic, good communicators and qualified asbestos surveyors with experience of undertaking asbestos surveys and managing asbestos across a variety of assets. What is the role? Siting within the Housing, Neighbourhoods and Building Services directorate, you will be directly reporting to and supporting the Asbestos Manager to ensure that PCC are meeting their statutory duties under the Control of Asbestos Regulations 2012. Tasks may include but are not limited to: •	Asbestos Surveys - Carrying out management surveys, refurbishment surveys, demolition surveys and reinspection surveys. •	Asbestos Management - Support with the management of asbestos in accordance with the Corporate Asbestos Management Policy and the Housing Asbestos Management Policy. •	Asbestos Audits - Undertake audits on our asbestos consultants, term service contractors and project contractors. •	Asbestos Advice - Provide asbestos advice to site managers, contractors and staff as appropriate. Skills: The ideal candidate is someone who will: 1.	Hold specialist qualification related to asbestos including P402 - Surveying and Sampling Strategies for Asbestos in Buildings or equivalent. 2.	Be an experienced Asbestos Surveyor with extensive experience. 3.	Be able to conduct a variety of asbestos surveys including management surveys, refurbishment surveys, demolition surveys and reinspection surveys, including sampling and recording asbestos information. 4.	Have knowledge and experience of construction related health and safety legislation and application. Specifically, the Control of Asbestos Regulations 2012. 5.	Have the ability to evaluate different options with asbestos management and remediation and preparing specification of works. 6.	Have relevant experience of using Microsoft packages and demonstrate practical IT skills using Excel spreadsheets to analyse data or Word when writing reports, letters or specifications and be able to use various other software packages to accurately update data as part of undertaking the surveying role. 7.	Analytical skills to be able to interrogate, analyse and evaluate stock data. 8.	Have planning skills and demonstrate the ability to be organised and methodical when undertaking surveys, preparing and managing repairs and remediation works to ensure effective time management. 9.	Have communication skills (verbal and written) and demonstrate the ability to be a good communicator developing relationships with clients and customers, understanding their aspirations, managing expectations and ensuring that excellent communication occurs to ensure that they are fully informed regarding the repairs and maintenance of their assets, particularly as most repairs and maintenance work is undertaken in occupation whilst our residents are living in their homes or commercial buildings are operational. 10.	You will be required to provide and deliver asbestos training to staff colleagues and contractors as appropriate. 11.	Full driving licence and provide a car for work, as you will be visiting various sites across housing and corporate portfolios and will need to travel effectively between them.

We are seeking a Mechanical &amp; Electrical and Lifts Contracts Manager to join our Compliance service within Building Services of the Housing, Neighbourhood and Building Services Directorate. The role will have responsibility for managing strategic Term Service Contracts in relation to mechanical and electrical repair, servicing, and compliance activities and lifts repairs, servicing and compliance activities. Specifically, the role will have responsibility for the contract management and service delivery of our Gas Servicing and Repairs contract in relation to our HRA stock of 17,000 dwellings and commercial mechanical and electrical repairs, servicing and compliance contract in relation to our HRA stock and corporate assets with Landlord repair responsibility and lift repairs, servicing and compliance contract. The role will hold responsibility for the overall management of all contracts relating to M&amp;E and Lifts, ensuring that contracts are suitably procured and managed, delivering a high service and providing value for money, whilst continually seeking to delivery service improvement. The role will also assume responsibility for ensuring policies and procedures are in place, relevant to the service area and to ensure that they are implemented so that statutory responsibilities are met with the safety of residents, members of the public, staff and our buildings being maintained. Skills: 1	Have a relevant property related degree in a relevant building or technical subject area and preferable be a Chartered Member or working towards a relevant professional body such as the RICS / CIBSE / CIOB. This team works on a rota which includes 12 hours shifts. Some shifts will require working until 2am and some weekends. Staff are also required to be flexible as cover shifts are included in the rota which is subject to review and change depending on needs of the service. Working as part of the Clean City Team you will work with colleagues and the public to 'Help keep the city safe, clean and tidy and to provide support and advice when needed'. Being a community warden is a customer facing role and you will respond to demands to help ensure a safe and pleasant environment for all of the community. Your work will largely focus on all residential areas, parks, the seafront and open spaces. You will also carry out duties in busy shopping areas and precincts. You will be dealing with environmental nuisance such as fly tipping, littering, early refuse, wheelie bin audits, dog control orders and waste issues. You will gather evidence for and issue Fixed Penalty Notices, Community Protection Notices. You will be required to contact members of the public who have committed littering offences. You will prepare legal documents, case files and attend Court as needed. You will check CCTV and use IT equipment to access footage. You will work with partner agencies on Criminal Behaviour Orders or injunctions and contribute to dealing with other issues affecting the community. Skills: •	Have a full driving licence (car) as you will be visiting various sites across Portsmouth and will need to be able to travel effectively between them responding to demand which could include calls of anti-social behaviour or investigating environmental issues. •	Have experience of customer service, call handing, managing email inbox and be willing to listen and talk to the general public. •	Have experience of dealing with vulnerable adults and young people with complex needs (substance misuse/mental health issues) •	Be literate and able to write clearly as your evidence may be used in court, on which you may be called to testify. •	Have ability to use IT data systems, CCTV and body warn camera applications.
