The current Met Office Data Assimilation (DA) system is not expected to be efficient across the range of possible alternative HPC solutions likely to be available on the 2025 timescale. The new software is being developed within the Joint Effort for Data assimilation Integration (JEDI) framework from the Joint Centre for Satellite Data Assimilation (JCSDA).</p><p>The Met Office provides an opportunity for talented scientists to apply their skills to real-world problems, with impacts upon services that reach all our lives. Within the organisation, you will work in the team working on the Assimilation of Earth observations, part of the Satellite and Surface Assimilation (SSA) section of Weather Science. Data assimilation is the process of combining observational data with output from a numerical model to produce a statistically optimal estimate of the initial conditions for weather prediction. The Met Office is at the forefront of DA applications in operational Numerical Weather Prediction (NWP) and it is an exciting time to be working in this area. Perhaps the greatest challenge for modern DA is the need to consider how these complex DA algorithms will be run efficiently on the potentially radically different supercomputer architectures needed to maintain progress over the next decade.</p><p>As part of our approach to growing expertise in DA and JEDI, the successful applicants will also have exciting secondment opportunities to spend time working in Boulder, Colorado, at the JCSDA.</p><p>We are seeking talented and creative individuals to join our surface-based and upper-air observation team to contribute to the research and development on the assimilation of a wide range of weather observations (e.g. surface automated weather stations, upper-air instruments like radiosondes, and surface-based remotely sensed data such as weather radar) for initialising operational weather forecast models on the next generation of supercomputers. The team is responsible for deriving, allocating and monitoring funding across the entire tertiary education sector. They work across Medr with policy, data and analysis, finance and performance teams to ensure our strategic priorities are funded and offer the very best value for money. They have developed credible and strong working relationships with partners and keep abreast of emerging priorities such as net zero and Welsh language provision. The team will work with both internal and external stakeholders using a co-production approach to refine existing funding methodologies and to design and implement new funding approaches to achieve policy priorities.</p><p>The team includes 13 people who are geographically dispersed within the Development, Investment and Performance Directorate. <h4>Job summary</h4><p>The Ministry of Defence employs over 50,000 Civil Servants. Within that, the AIR Top Level Budget (TLB) employs around 5,000 MOD Civil Servants located at over 300 locations. It is a diverse workforce, with roles ranging from trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff. There are many different functions and professions delivering key outputs for the Royal Air Force. </p><p>Operating from RAF Odiham, the Chinook Helicopter Force has been at the forefront of UK operations for 42 years. In this role you will be pivotal to ensuring the safe operating environment of a frontline helicopter unit and circa.2500 Service personnel, Civil Servants and Contractors. </p><p>The Establishment Fire Focal Point (EFFP) is a new post and will be based at RAF Odiham. You will be responsible to the Regional Commander / Station Commander to ensure improvement and maintenance of a correct Fire Safety culture You will ensure Defence policy compliance, on behalf of the Head of Establishment, to fire safety in accordance with the Regulatory Reform (Fire Safety) Order 2005 – Part 2 Fire Safety Duties. With direct links into The Chief Environment and Safety Office (CESO) and Capita Fire and Rescue (CFR), you will provide subject matter expertise across the unit. </p><p>This position is advertised at 37 hours per week. </p><h4>Job description</h4><p>The successful candidate will be responsible for the Management and maintenance of the Stations’ Fire Safety Management Systems (FSMS) and Fire Safety Management Plans. You will manage and maintain Stations’ fire orders and fire policies and produce and maintain fire risk reporting dashboards. You will carry out preliminary fire investigation following a fire incident and record on the Defence safety management tool My Safety and ASSURE reporting system. </p><p>The EFFP will oversee a programme of risk-based 1st Party Assurance (1PA), and conduct assurance of fire safety measures in the Stations’ buildings, ensuring that findings of 1PA are managed appropriately, and significant risks are elevated via the risk management tool ASSURE. You will prepare Station documentation for 2PA conducted by Air Command and 3rd Party Audits conducted by the Defence Fire Safety Regulator (DFSR). </p><p>Acting as the intelligent interface for communications from CESO Air the EFFP will organise Fire Safety meetings and prepare information for the wider Functional and Total Safety forums including Executive Level and RAF formations. You will also liaise with Local Authority Fire Rescue Services (LAFRS) and arrange training with LAFRS, where required. </p><p>The EFFP will advise Building Custodians, and Officers in Charge, on the development of building fire orders and evacuation plans and assist with fire evacuation drills, delivering and planning BC training. You will manage and deliver Fire Safety training and oversee and advise on emergency planning. </p><p>Holding a secondary duty of Electro Magnetic Field Officer, the EFFP will ensure risk assessments are carried out across all buildings and to the standards directed by DSTL. </p><h4>Person specification</h4><p><strong>Essential: </strong></p><ul><li>NEBOSH National General Certificate in Occupational Health and Safety or equivalent Level 3 qualification. Please note you are required to apply for and obtain SC clearance prior to commencing employment in this role. Failure to secure the necessary clearance will result in the withdrawal of the employment offer.</p><p>The vacancy will be filled on Fixed Term or on Loan for an initial period of two years, with the possibility of an extension by mutual agreement. It is envisaged that the successful candidate will take up post within six – eight weeks of a job offer being made. If the incumbent is applying on temporary promotion, they will revert to their previous substantive grade and salary after the loan. There is the potential for permanent inward transfer, although this is by exception. Several criteria must be met concerning individual performance, business need and individual career development. A copy of AGO’s policy on secondment extensions and inward transfers can be made available upon request.</p><p>The transfer would be considered voluntary and so would not attract excess fares, travel costs or relocation costs.</p><p><strong>Please note, due to the nature of loan agreements and the necessary release of staff into a new role, candidates will be required to discuss the loan and transfer with management at their home department prior to application. You may however be eligible to claim tax free childcare.</p><p><strong>Salary</strong></p><p>Existing civil servants on level transfer will retain their current basic salary if it is within the AGO pay range. If your salary is higher than AGO maxima you will be placed on the maxima of the pay range and receive the difference as a mark-time allowance, if agreed by HR.</p><p>Where your salary is below AGO’s minima you will be raised to the minima of the pay range £36.758. Any reserved rights to London Weighting or associated London allowances, will be consolidated into basic salary before the uplift to AGO’s minima. Any other allowances will not be retained on moving to AGO. If this results in your salary exceeding the pay range maxima, you will retain the difference on a mark-time basis.</p><p>On promotion there will be an increase of 10% to your current basic salary, or move to the pay range minima, whichever is the highest. If you are in receipt of any reserved rights to London Weighting or associated London allowances, these will be consolidated after applying the 10% promotion calculation. After this calculation if your salary is below the minima of the pay range, you will be moved to the minima of the pay range. Any other allowances will not be retained on promotion. </p><p><strong>Hours and Holiday</strong></p><p>You will be expected to work a 5-day week of 37 hours (excluding lunch breaks).</p><p>AGO is committed to flexible working, but business needs for some roles may limit the scope for particular working patterns.
