
Category Specialist – Construction and Asset Management

About the Role
As a Category Specialist, you’ll lead procurement and commercial activity across construction and asset management categories. You’ll play a pivotal role in delivering value for money, driving commercial excellence, and supporting strategic commissioning across the Council.
This is a high-impact role where you’ll manage complex procurement projects end-to-end, advise senior stakeholders, and embed best practice contract and supplier relationship management.
Key Responsibilities
- Lead procurement projects in construction, estates, and hard FM from scoping to contract award.
- Develop and implement category strategies aligned with corporate priorities.
- Provide expert advice on contract forms, procurement methods, and negotiation strategies.
- Influence senior stakeholders and ensure compliance with procurement regulations.
- Monitor supplier performance and resolve contract issues.
- Deliver training and workshops to internal teams and stakeholders.
What We’re Looking For
- Proven experience in construction and estates procurement, including contract management.
- Strong understanding of industry-standard contract forms and risk management.
- Ability to manage demanding stakeholders and maintain project timelines.
- Excellent communication and negotiation skills.
- Experience with public procurement regulations and eTender systems (e.g., Atamis).
- Degree-level education or equivalent, with professional qualifications (e.g., CIPS).
