The Council’s planning service uses GIS technology and wants to ensure that the system is sustainable, continuously improved and fully utilised in line with a progressive digital agenda.

An opportunity for an experienced GIS professional, or a planner with a strong interest in GIS, has become available to achieve an engaging and sustainable GIS service, excellent data integrity, a visible data catalogue and insightful spatial analysis that enables more accurate and efficient decision making across the planning service..

This motivated and highly professional team is looking for an individual with a passion for detail to support the East Herts’ ‘Be Digital’ agenda by proactively providing digital support and solutions within the planning service. At the forefront of digital innovation the Council has been awarded over £270,000 worth of funding, including over £170,00 from the PropTech Innovation Fund.

Some of the key responsibilities include:

  • Leading on and supporting the delivery and development of geographical information systems (GIS) to ensure that the planning service delivers its statutory duties, proactively analyses data and promotes best practice.
  • Leading on the preparation of the policies map for the District Plan Review.
  • Providing expert spatial analysis and data creation to assist in the delivery of the service objectives using creative and appropriate techniques on a range of vector, raster, and flat datasets.
  • Co-ordinate discussions between GIS providers and professional planners to ensure that the needs of each group are met by the other in delivering effective tools required for the progression of statutory planning functions.
  • Providing digital solutions and support to the planning service, including design and technological support for service outputs and processes.
  • Leading on the development, implementation, maintenance and management of systems, policies and procedures within the planning service, such as identifying necessary changes to systems or procedures.

About you

The ideal candidate will have:

  • A degree, or equivalent professional qualification or be qualified by experience.
  • Awareness of the role of GIS and digital solutions for a planning service.
  • Experience of supporting customers using technology in a business environment.
  • Experience of CADCorp GIS Suite and Geospace is desirable, but experience of another GIS software is essential (ArcGIS, MapInfo etc.).
  • Knowledge of Relational Database Management Systems and SQL.
  • Knowledge of, or direct experience of, the planning system or planning service is desirable.
