    Purpose of the Role: As the Head of Revenues, you will ensure that our Council delivers a high-performing, well-managed Local Taxation Revenue Collection Service. You will direct, lead, and manage the provision of high-quality, cost-effective services to the Council for the delivery of Local Taxation Revenue Collection, ensuring that the Council’s policy objectives in relation to these services are met.
    Key Responsibilities:

    - Lead and inspire our team to deliver exceptional Local Taxation Revenue Collection operations, setting the strategic direction and ensuring customer-centric services.
    - Oversee overall debt for Local Taxation for the whole council and set the practice and monitoring arrangements for this.
    - Manage a team of 37 FTEs and a gross service budget of £3m.
    - Ensure income collection of £164m Council Tax and £98m Business Rates.
    - Establish, maintain, and foster effective working relationships with Elected Members and stakeholders (internal and external).
    - Increase income collection through fair income collection practices and innovative, modern, effective processes.
    - Implement a ‘Digital by Desire’ approach to all aspects of the service.
    - Manage large-scale service budgets, providing timely, accurate, and reliable financial information.
    - Compile and implement the service business plan to ensure alignment with strategic and financial planning.
    - Maximise the value of Government grants received for the service.
    - Foster a high-performing culture within the service, ensuring a customer-focused approach and a drive for continuous improvement.

    Qualifications and Experience:

    - Hold a degree or possess equivalent experience relevant to the job description.
    - Experience working in a Local Taxation Revenue Collection environment at a senior level with demanding and challenging performance targets.
    - Proven experience of delivering significant organisational change and budget savings.
    - Understanding of best practices in delivering channel shift, customer behaviour change, and improving customer experience.
    - Experience of leading strategic initiatives or contributing towards strategy/policy development and implementation.
    - Strong collaborator with demonstrable ability to bring people together from across the organisation and wider.
    - Proven experience to lead, engage, motivate, appraise, and develop staff to deliver high standards of service and performance.

    Special Requirements:

    - Demonstrated success in leading large-scale, complex service transformations and improvements.
    - Proven experience of delivering significant organisational change and savings.
    - Proven experience of delivering services in partnership with the voluntary sector or other partners.
