Education Excellence Team – City of Wolverhampton Council

We have an exciting opportunity for a Lead Subject Advisor for Assessment and KS2/3 Transition to join the Education Excellence Team within the City of Wolverhampton Council. This is a key system leadership role, working closely with Headteachers, senior leaders, teachers, governors, partner services and the Department for Education to ensure high-quality assessment practice and smooth educational transitions for children and young people across the city.

About the role

This post has a dual strategic focus:

  • Leading statutory end of Key Stage 2 assessment, ensuring robust, accurate and compliant assessment arrangements across Wolverhampton schools.
  • Providing strategic leadership for KS2/3 transition, improving continuity, inclusion and outcomes as pupils move between schools and phases.

You will act as the Local Authority’s lead advisor for KS2 assessment and moderation, working with maintained schools and academies, and will lead the development of borough-wide approaches to effective transition between primary and secondary education, including mainstream, special and alternative provision.

With a strong background in school leadership and assessment, you will provide high-quality professional challenge and support, deliver targeted training and CPD, and work collaboratively with partners to build system capacity and improve outcomes for all pupils, particularly those who are vulnerable.

About us

Wolverhampton Council is deeply committed to education, demonstrated by strong outcomes compared to regional and national benchmarks. Our vision is to secure the highest standards and best outcomes for children and young people from EYFS through to post-16.

The Education Excellence service works alongside school leaders to promote collaboration, strengthen practice and support sustainable improvement across the city. In Wolverhampton, our ambition is to ensure that education systems and provision prepare all children and young people to become confident, capable and responsible citizens of the future.

About you

To be considered for this role, you will need to demonstrate:

  • Qualified Teacher Status or equivalent professional experience.
  • A proven track record of school or system leadership, with experience of contributing to school improvement.
  • Strong knowledge of KS2 assessment frameworks, statutory requirements and moderation processes.
  • Experience of leading or supporting assessment practice and/or educational transition.
  • A deep understanding of safeguarding, SEND, inclusion and data-sharing considerations, particularly at points of transition.
  • The ability to analyse and use performance data effectively to support improvement.
  • Experience of designing and delivering high-quality training and professional development.
  • Credibility and confidence when working with senior leaders, balanced with a collaborative and capacity-building approach.
  • The ability to work effectively with a wide range of stakeholders in a complex and evolving educational landscape.

In return, we offer a varied and rewarding role with real opportunity to influence assessment practice, transition arrangements and educational outcomes across Wolverhampton schools.

We also offer:

  • Access to our Employee Assistance Programme – a 24-hour independent, free and confidential advice and support service
  • Access to the Local Government Pension Scheme
  • Employee benefits and discounts
  • A flexible working approach
  • A role based at the Civic Centre, Wolverhampton, with some remote working and regular work in schools and settings
  • Opportunities for professional development and system leadership

The role may require working outside normal office hours to meet the needs of schools.
