The salary advertised is full time (35 hours per week). Part-time hours will be pro-rated accordingly.

Hourly rate of pay: £20.13 - £22.51

Temporary position for 18 months.
Days and Hours of Work:
Monday - Friday, 09:00-17:00
Days of working are negotiable, starting and finishing times are flexible, and flexi time is applicable.

We are seeking a highly motivated and enthusiastic individual to join Protective Services in one of Scotland's most attractive and fastest-growing local authority areas, with over 40 miles of stunning coastline, beautiful countryside, an internationally recognised food and drink sector, world-renowned golf courses and excellent transport links to Edinburgh.

This is an exciting opportunity to join East Lothian Council's Licensing Standards team at a pivotal time in its development. As a Licensing Standards Officer, you will undertake a varied and rewarding role working with licensed premises, licence holders, applicants, community groups, partner agencies and the Licensing Board to promote compliance with licensing legislation and support positive outcomes for businesses and communities across East Lothian.

Applicants should be able to demonstrate excellent communication, organisational and interpersonal skills, together with the ability to build effective working relationships with a wide range of stakeholders. You should be self-motivated, adaptable and capable of managing a varied workload whilst contributing positively to team objectives.

Experience of licensing, regulatory enforcement, public protection or a related field would be advantageous, although we welcome applications from individuals who can demonstrate transferable skills and a strong commitment to public service.

Please Note:
All home/hybrid workers must live in the UK. Where an application for home-working is supported, it will be subject to a satisfactory trial period. Employees will be expected to attend Council offices for the duration of induction, and be on site in East Lothian workplaces, as required. Employees with a hybrid working arrangement in place will be office based and able to work from home, with permission, on an ad hoc basis.

Job Details

To monitor and enforce the licensing system established under the Licensing (Scotland) Act 2005, Civic Government (Scotland) Act 1982, Smoking, Health and Social Care (Scotland) Act 2005 and the Gambling Act 2005 all as amended from time to time as well as any relevant licensing legislation that might be enacted.

To promote key licensing objectives, e.g. preventing crime and disorder, securing public safety, preventing public nuisance, protecting and improving public health, and protecting children and young persons from harm.

Job Requirements

Relevant Qualifications
Educated to HND or SVQ Level 4 and/or able to demonstrate equivalent knowledge, skills and competencies gained through relevant experience.

Evidence of a commitment to continual professional development.

Driving Licence
A full current driving licence is desirable for this post.

Level 1 Disclosure Clearance
This role requires Level 1 Disclosure Clearance to allow access to the Public Sector Network. ELC will submit a Police Act Disclosure application on behalf of the preferred candidate and receipt of the subsequent certificate will be required prior to commencement.
