Job description

The National Housing Bank (NHB) is a new public financial institution established by Homes England to increase housing delivery and drive regeneration across England. Backed by up to £16 billion of financial capacity, the Bank has been created to provide flexible, long-term finance where markets are not delivering at sufficient scale or pace, crowding in private and institutional capital alongside public investment.

The Bank launched on 1 April 2026 and forms an important part of the Government’s ambition to increase housing supply and strengthen the housing and regeneration system. Working as part of Homes England’s integrated offer, the Bank brings together finance, land, grant funding and sector expertise to unlock development, attract private capital and accelerate delivery. It will deploy a range of interventions including debt, equity and guarantees, working with Mayors, local leaders, investors, developers and other partners across England.

To help guide the Bank through its formative years, Homes England is looking to appoint up to four Non-Executive Directors to the National Housing Bank Board. As members of the inaugural Board, the Non-Executive Directors will:

  • Provide strategic leadership and challenge, supporting the National Housing Bank in delivering its objectives and contributing to the wider Homes England Group strategy.
  • Hold the Chief Executive and executive team to account for the effective delivery of the Bank's strategy, business plans and operational performance.
  • Provide oversight of the Bank's governance, risk management and internal control frameworks, ensuring appropriate assurance is available to the Board and MHCLG.
  • Ensure the proper stewardship of public funds and compliance with statutory, regulatory and administrative requirements, including operating within agreed delegations and authorities.
  • Oversee the development and regular review of the Bank's Risk Appetite Statement and Risk Management Framework.
  • Support and scrutinise the Bank's investment activities, helping to ensure decisions are taken independently, robustly and in line with the Bank's objectives and risk appetite.
  • Foster effective working relationships across the Homes England Group, while safeguarding the Bank's independence in decision-making.
  • Act as an ambassador for the National Housing Bank, promoting its role and objectives with stakeholders and providing insight on stakeholder engagement and relationship management as required.

The Board will work closely with the NHB Chair, NHB Chief Executive and Homes England Board. Depending on their skills and experience, successful candidates may also be appointed to the Audit, Assurance and Enterprise Risk Committee or the Nominations and Remuneration Committee.

Person specification

Homes England is looking for individuals with the judgement, credibility and leadership experience gained in organisations of significant scale and complexity. Candidates will bring strong commercial acumen and an excellent understanding of governance and the role of the Board in overseeing performance and holding executives to account. Non-executive experience in major financial institutions or real estate businesses would be particularly relevant, including commercial bank lending to the real estate sector. We are also looking for experience in economic analysis. All potential conflicts of interest will be assessed thoroughly.

These appointments represent a rare opportunity to help shape an important new public financial institution. The successful candidates will have the opportunity to help influence the success of the National Housing Bank, ensuring capital is deployed responsibly and effectively to unlock development, crowd in private investment and increase housing delivery across England.
