Our Team:

You will be leading a knowledgeable and committed Permit & Enforcement team responsible for managing streetworks, licensing, and compliance across Halton’s highway network. The team works closely with internal departments, contractors, statutory undertakers, and regional partners to coordinate works effectively, minimise disruption, and keep the network moving. With a strong focus on collaboration, customer service, and continuous improvement, the team plays a vital role in maintaining safe, efficient highways for residents, businesses, and visitors.

Your Contributions:

You will have a degree in engineering discipline or equivalent qualification(s)/technical experience and current NRSWA accreditation.

  • Proven supervisory/management experience within a highways or streetworks environment, with significant practical experience of streetworks coordination and issue resolution
  • Strong knowledge of the New Roads and Street Works Act, related legislation, and enforcement procedures
  • Experience of managing budgets, monitoring income, and working to targets and deadlines
  • Excellent communication, negotiation, and stakeholder management skills, with a strong customer-focused approach
  • Good IT skills (including highway management systems), with the ability to organise workloads, coordinate staff and works, and undertake risk assessments
  • As this role involves regular travel across the borough and sometimes further afield, a driving licence and access to a vehicle are essential requirements. Where appropriate, reasonable adjustments will be made in accordance with the provisions of the Equality Act.
