You’ll oversee citywide operational delivery, work closely with key partners such as the police and housing providers, and ensure services are intelligence-led, responsive, and effective.

  • Lead the Council’s operational approach to ASB, including close working with Housing services as responsibilities transition
  • Provide operational leadership for community safety activity relating to supported exempt accommodation
  • Ensure effective use of legislation, particularly under the Anti-Social Behaviour, Crime and Policing Act 2014. Ensuring effect use of all the tools and powers
  • Drive intelligence-led interventions, including hotspot patrols and street intervention services
  • Build and maintain strong partnerships with police, housing providers, and other stakeholders
  • Work with partners (police, housing, health, business and VCS) to ensure effective problem-solving at neighbourhood level
  • Oversee performance, risk management, and quality assurance across services
  • Ensure robust case management processes, prioritising risk and harm
  • Oversee the design and implementation of consistent, high-quality case management frameworks, ensuring defensible decision-making and effective safeguarding responses
  • Lead, develop, and support a team of managers and staff, including recruitment and performance management, driving a culture of accountability, learning, and continuous improvement
  • Ensure compliance with financial, governance, safeguarding and statutory requirements

What you'll need...

We're looking for an experienced leader with a strong background in community safety, anti-social behaviour, or enforcement. You will have a proven track record of leading operational teams, delivering service improvements, and working effectively across complex partnership environments.

You will be able to demonstrate:

  • Significant experience in community safety, ASB, enforcement, or crime reduction services.
  • Strong leadership skills, with experience managing teams, improving performance, and leading change.
  • Success in delivering initiatives that reduce crime, anti-social behaviour, and community harm.
  • Experience working collaboratively with partners, including public sector agencies and community stakeholders.
  • The ability to manage complex, high-risk, and sensitive operational issues.
  • Excellent communication, influencing, negotiation, and problem-solving skills.
  • A data-driven approach to performance management, service improvement, and decision-making.
  • Knowledge of the community safety landscape, including safeguarding, crime reduction, partnership working, and relevant legislation such as the Anti-Social Behaviour, Crime and Policing Act 2014 and the Crime and Disorder Act 1998.

This is a unique opportunity to make a real difference in one of the UK's largest cities. As a senior leader within our Community Safety service, you will shape strategic priorities, lead high-performing teams, and deliver interventions that improve the lives of residents every day.
