
Senior Project Manager

We are seeking an experienced Senior Project Manager to lead the delivery of complex, high‑value digital projects that support the Council’s strategic priorities and deliver real benefits for residents and services.
This role is responsible for the end‑to‑end delivery of multiple digital projects, working collaboratively with colleagues across Digital Services, service areas, suppliers and partners. You will put in place strong project controls, governance and assurance, ensuring delivery to time, cost and quality while managing risk, dependencies and stakeholder expectations.
You will operate in a highly visible environment, providing clear reporting and assurance to senior leaders and contributing to the continuous improvement of project delivery across the organisation.
What you’ll be doing
In this challenging and rewarding role, you will:
- Lead the delivery of multiple complex digital projects, ensuring they are delivered to agreed timescales, budgets and quality standards.
- Develop and maintain approved project plans aligned to business cases and organisational priorities.
- Manage project finances, including capital and revenue budgets, forecasting, expenditure control and escalation of financial risks.
- Put in place appropriate governance, assurance and control processes in line with Digital Services and corporate frameworks.
- Provide clear, accurate and timely project reporting to senior management, project boards and programme governance.
- Lead and matrix‑manage project teams, including internal staff, agency resources and external suppliers.
- Manage risks, issues, dependencies and change control effectively across projects within the portfolio.
- Work with Procurement to establish appropriate contractual arrangements and manage complex supplier relationships.
- Develop and deliver robust transition and handover plans to ensure projects are successfully embedded into business as usual.
- Support improvements to project delivery processes, governance and capability across the service.
What we’re looking for
You will bring:
- Demonstrable experience delivering complex, end‑to‑end projects, including managing budgets in excess of £1m.
- Strong experience of project planning, governance, risk and financial management.
- Proven ability to lead and coordinate teams through matrix management.
- Experience working with suppliers and external partners to deliver projects to time, cost and quality.
- Excellent stakeholder management and communication skills, including working with senior leaders and elected members.
- A recognised project management qualification (e.g. PRINCE2, MSP, APM or Agile).
Experience working in digital, ICT or complex public‑sector environments is desirable.
