    Newham HPAS is seeking two team leaders to help support our new Solutions team. In this role you will work with the Senior Manager – Solutions, to transform our PRS procurement team. Last year our procurement team secured just over 320 homes, our new team with additional resources will provide more than 500 homes per year and work strategically to reduce the impact and cost of temporary accommodation.

    Primarily focusing on the Private Rent Sector, you will manage a team of Private Rent Solution Officers and Tenancy Sustainment Officers, supporting them in securing at least 500 new private rented homes, ensure tenancies we secure are sustained as well as negotiating with landlords to keep current tenants where they are.

    The overall purpose of the Team Leader role is to secure and maintain relationships with providers; manage procurement and sustainment officers ensuring best practice in case management, statutory compliance, customer service; as well as ensuring our limited resources are used strategically.

    About this Role

    These roles will work closely with the Senior Manager Solutions to streamline the procurement process, ensure better strategic use of resources as well as support and performance manage team members. You must be a proven negotiator with demonstrable experience in securing private rented accommodation for a Local Authority homelessness service. You will have a fundamental understanding of the relevant homelessness legislation although you will be required to complete our internal training academy course upon commencement of the post.

    London Borough of Newham has the most households in temporary accommodation in England, this role is crucial to limiting any further increase, and to ensure a significant enough supply that the number will decrease over the next five years.

    Key Responsibilities

    Manage a team of up to 12 officers.

    Secure and maintain new partnerships with private sector landlords, letting agents, and property management services.

    Assist the Senior Manager – Solutions with developing and managing incentive schemes and tenancy sustainment initiatives to attract and retain landlord participation.

    Work collaboratively with housing officers, legal services, and external stakeholders to improve outcomes and reduce reliance on temporary accommodation.

    Identify trends, risks, and opportunities in the local rental market and adapt strategy accordingly.

    Represent the council at local forums, advocating for effective homelessness prevention models.

    About You

    Proven leadership in housing, homelessness, or private rental sector engagement.

    Good understanding of the challenges and opportunities in accessing private rented housing for vulnerable households.

    Excellent negotiation and stakeholder management skills.

    PVII Housing Act 1996 as amended by Homelessness Reduction Act 2017 knowledge desirable.
