What you’ll be doing:

The job
You will be working in the Asset Management and Property Services (AMPS) team which is made up of approximately 20 people in 3 teams; Building Surveying, Facilities Management and Estates.
Our Estates team has 4 surveyors and the Estates Manager role sits within this team.
The portfolio is split into two broad areas, the Investment Portfolio and the Operational Portfolio, both of which have assets totalling approximately £100M each.
The operational assets enable us to deliver services and activities administered by the council on behalf of our residents and the investment assets (retail, offices, industrial, residential), are strategic assets held by the council on behalf of the public for either long term investment and revenue income, regeneration/strategic economic benefit, or both.
Your role will be largely focussed on all aspects of asset management within our operational portfolio, which includes some commercial property but also a number of community assets, including commons, cemeteries, open spaces, allotments and recreation grounds.
You will also have responsibility for handling cases relating to easements, rights of way, encroachments, wayleaves, granting of licences, FIO’s and dealing with day-to-day estate matters.
Our 5-year Asset Management Plan (2024-2029) will form a key part of your role.
About you
As well as having a surveying degree, being a member of RICS and showing us that you continue to develop professionally, you will have experience of,

As a Senior Social Worker/Approved Mental Health Professional (AMHP) you will join a passionate and dynamic team, playing an integral role as, we collaborate with The Health Trust to transform our services and develop a dedicated social care pathway.
We are looking for a self-motivated and legally literate individual, who possesses the AMHP qualification. You will be required to work primarily as an AMHP within the service and provide support to junior colleagues.&nbsp;&nbsp;Those on the AMHP rota receive a generous AMHP allowance of £5355 - £7000 (depending on experience).
We are seeking a part-time 0.45 FTE AMHP but are flexible and open to considering how these 15 hours/week could be worked to support AMHP provision in the team. The role requires good formulation skills and the ability to carry out comprehensive risk assessments, and strengths-based interventions.&nbsp;&nbsp;
The ideal candidate must have a comprehensive understanding of Safeguarding, the MHA, MCA, CA and Human Rights legislation.&nbsp; They must also be a skilled communicator, have excellent organisational skills, and have good IT abilities. As the Senior Highways Development Control Officer, you will be a key contributor to the Highway Development Management team, supporting and advocating for the design, planning, and implementation of new highways and streets within the Borough. Your responsibilities will also involve representing the service at planning committees as well as during Appeal Hearings and Inquiries.

Key responsibilities:
<ul>
<li>To advise on the transport implications/highways impacts of pre-application development proposals</li>
<li>To assess planning applications including advising and making recommendations on their transportation implications, having regard to Borough policy and to Government policy and advice.</li>
<li>To advise on Transport Assessments and Travel Plans presented in support of development proposals and carry out transport appraisals of development proposals</li>
<li>To provide high-quality and timely responses to planning consultations.</li>
<li>To review Stage 1 Road Safety Audits and ensure that any road safety issues identified are resolved satisfactorily by the developer / designer.</li>
<li>Provide assistance and guidance to developers on the Scoping of any TA required, including commissioning and review of strategic transport model outputs from the Borough’s modelling team.</li>
<li>Carry out site visits to establish how the development will fit into the surrounding highway infrastructure and identify are any potential constraints on the development</li>
<li>To negotiate appropriate financial contributions towards transportation services and infrastructure required arising from planning applications</li>
<li>Meet with other officers, developers and their agents where appropriate to discuss issues and seek to find solutions to outstanding problems to facilitate the successful outcome of the planning application</li>

Candidate requirements:

<li>A level 4 qualification in Civil Engineering or Transport Planning</li>
<li>Expert knowledge of street design, with particular focus on the delivery of high-quality streets through the planning process (e.g. 80-200 dwellings)</li>

Brent EPs work to a flexible model of service delivery that is rooted in consultation and the use of a wide range of tools and techniques to support our children, young people, schools, and parent/carers. We are passionate about providing every EP with a varied and stimulating range of work that makes best use of the unique skills and insights that our profession has to offer. &nbsp;
Our aim is to serve the needs of the most vulnerable children in our borough, as well as using our skills to address issues that concern larger numbers of CYP. &nbsp;We do this by targeting key issues through project work and the delivery of high-quality training to our colleagues in Brent schools and settings. &nbsp; Working with senior EPs, our dynamic team of Assistant EPs have devised and delivered a highly regarded programme of in-service training, making full use of technology, to reach as wide an audience as possible. &nbsp;We are proud of the fact that over 100 ELSAs have now been trained and are present in 60% of Brent schools; our annual ELSA conference has become the most attended education conference in the LA. &nbsp;
Our EBSA project created a Practice Framework for schools. &nbsp;Last year, the EPS set up and now leads on a multi-agency panel that makes decisions about support for children who are unable to attend school on mental health grounds. &nbsp;There is an ongoing programme of training for EBSA and other key topics, including Precision Teaching, ADHD in the Classroom and Literacy Support. &nbsp;There is dedicated EP support to our colleagues in the Brent Virtual School.&nbsp;
We work in collaboration with colleagues in the wider Inclusion Service, where the EPS sits and has a key leadership function. &nbsp; Across the service, there is a renewed commitment to develop our anti-racist and culturally sensitive practice. &nbsp;Serving a truly diverse population is one of the most rewarding elements of being an EP in Brent; we are committed to ensuring that our team reflects this diversity.

Additional Learning Support

Are you up for a challenge? Environmental Crime, such as Fly Tipping and Littering, is becoming a national issue but Dartford Borough Council are dealing with this problem robustly and are looking for an enthusiastic, highly motivated individual to join our extremely busy Environmental Crime Enforcement Team.&nbsp; We are looking for someone, ideally, with an enforcement background, capable of working on their own but who is also a strong team player who can fit into a busy multi- agency environment.
Waste, Public Realm &amp; Enforcement Services is a multi service environment and you will also be involved, on occasions, with the work of other officers who deal with enforcement, parks and open spaces, events, licencing and town centre business crime partnerships. On occasions, you may deputise for the senior environmental enforcement officer, attend and contribute at regular information and best practice meetings, with other regional borough environmental enforcement teams, the KCC intelligence team, when required. Previous experience of working in a law enforcement, security, community safety or similar role is desirable as is dealing with the public in, sometimes, difficult situations with the ability to stay calm under pressure. Relevant knowledge of environmental crime legislation would be advantageous, but more important is the ability to be confident, diplomatic and assertive. Good ICT skills are required together with the ability to communicate effectively both verbally and in writing. You should also enjoy analysing information and problem solving as this will be an integral part of the role.
<ul>
<li>You should be capable of carrying out detailed investigations and interviews, often in partnership with the Police or Environment Agency, to tackle fly tipping and other environmental crime offences.</li>
<li>You will be required to prepare case files and attend Court to give evidence.</li>
<li>The interviewing of alleged offenders, statement taking, case file preparation/case building along with intelligence gathering, and dissemination, court attendance and giving evidence are key elements of this position.</li>
<li>You will be involved in promoting public awareness of environmental crime issues as well as other duties that may include dealing with unauthorised encampments, fly grazing, public space protection orders and offences associated with Civil Enforcement.</li>
<li>You should be conversant with relevant legislation and guidance such as the Environmental Protection Act 1990, Police and Criminal Evidence Act 1984, the Regulation of Investigatory Powers Act 2000 and the Anti-Social Behaviour, Crime and Policing Act 2014.</li>
<li>You will be required to operate both on foot and in a vehicle, performing duties such as visiting sites of fly tipping and fly posting etc. to obtain and record evidence.</li>
<li>You will be required to take the appropriate enforcement actions, such as serving of a summons to court or issuing Fixed Penalty Notices for environmental crime offences.</li>
</ul>
Some evening, weekend and Bank Holiday working may be required for which a 10% allowance is paid. You should have a full, clean driving licence as you may, on occasions, be required to use your own vehicle, for which an allowance will be paid.

Working as a Children in Care Social Worker at Newham provides a unique development opportunity as the service handles the majority of court work relating to care proceedings. You will be fully supported in this by senior colleagues, an Assistant Team Manager and Team Manager in each team, Practice Development Social Workers, a comprehensive CP Chair service and our Clinical Team of experienced qualified Family Therapists.
